The State Council approved the Liaoning coastal economic zone development planning in 2009, Liaoning coastal areas are contained in the national development strategies as a unitary development region. Among them, the Yellow Sea Wing relies on the East-Northeast region as its hinterland, and it has both coastal and frontier advantages, breeding with enormous development potential. Currently foreign trade transportation and shipping in Northeast is basically revolved around Dalian Northeast Asian International Shipping Centre and Northeast Asian International Logistics Centre, however, the research of seaward and landward radiating area of the ports of Yellow Sea Wing is insufficiency. Therefore, development and construction of the coastline in Dandong and Zhuanghe which locate in the east of Dalian Port are comparatively backward, and the radiating role of the ports along the coast line of the Yellow Sea is not strong. This study researches logistics network optimization problem around Yellow Sea Wing, based on the demand in foreign trade of Yellow Sea Wing of Liaoning coastal economic zone.First, we analyze development of bilateral trade between the northeast hinterland and North or South Korea, and study the transportation demand characteristics between Northeast China and North or South Korea; furthermore, we research the supply of maritime transportation among China, North Korea and South Korea. Considering not only the relaxation of tension on the Korean Peninsula, but also the willing that North Korea hopes to utilize the reform and open to develop their economies, through survey data and model calculation, we point out the significance and necessity of opening the land transportation channel among Northeast China, North Korea and South Korea and constructing the integrated transport network.Second, the paper builds the integrated transport network model, which covers the Northeast China, North and South Korea, shipping routes have been effectively linked up with railway lines, highways and urban roads in the model. Based on the model we analyze the container transportation volume and the flow direction of trade among China, North Korea and South Korea, and raise the policies and technique approaches to improve the integrate transportation network system. Then we discuss the effect characteristics of each kind of combination of the policy and approach. The result shows that the integrated transport hub (Logistics Park of foreign trade transportation) can greatly enhance the efficiency and reduce the logistics costs. Then, two different logistics park location models are built:one is flow method location model and the other is cost method location model, which we use to identify the location of the logistics park along the Yellow Sea Wing. Flow method location model is based on calculating the transshipping volume, and selecting the maximal volume among the candidate transportation nodes. Cost method location model chooses the node, which can minimize the whole transportation cost. The two approaches obtain the same result, i.e. Dandong should be the optimum node which logistics park of foreign trade should located in.Finally, this paper analyzes the status of ports lying along the Yellow Sea Wing in the line net of container liner by optimizing the line net of container liner between Circum-Yellow Bohai Sea Region and America West. The result shows that the two ports in the Yellow sea Wing play an irreplaceable role with regard to the container lines of America West to Central Yellow Sea and Bohai. Particularly, Dalian port will be the transitional container hub in the Bohai Rim area. Dandong port will be the gateway for Korea and North Korea to attract the foreign trade goods of Korea and North Korea for feeding the Dalian Port trunk route. With the cooperation of Northeast China, South and North Korea in road and rail transport system, Dandong Port will further enhance its function of exporting goods from the Northeast region as the main channel towards South and North Korea regions. On the other side, the optimization and promotion of container liner transport network will enhance the Cargo distribution and transportation ability of Dandong port to service the goods from South and North, Korea for Dalian port.
