| With economic globalization and the increasing openness of the market, especially after the financial crisis, the world economic environment has become more complex and industrial security issue has become increasingly prominent drawing attention from all around the world. Economy based on land currently is constrained, while marine economy has become the world’s new economic growth point. Under the impact of the increasingly fierce international competition and marine resources and the ecological crisis, the security of marine industry has become the focus to promote the marine economy development. Compared with Europe countries and the United States, China’s marine economy started late and there are many problems during the development of marine industry. At the same time, marine economy has shown promising momentum and the government has made building strong marine country as an important development strategy. In this context, of China’s marine industry is bound to security issues became concerned about the country’s economic development focus. Industrial security will be an the focus of attention in terms of national economic development. In this context, conditions, this paper analyzed the issues on China’s marine industry security, constructed marine industry security theoretical system and evaluated the security status of marine industry in China, which has important theoretical and practical significance.After twenty years of rapid growth, China’s marine industry is facing an increasingly fierce competition both from domestic and overseas, as well as the challenges from a variety of its own problems. The marine industry security requires more deeply research and study. Overall industrial safety theory is not yet mature and developing quite slowly, even scarce in terms of marine industry security. Based on the theory of industry security and industry economics, combined with the feature of marine industry-"industry" and "space"-. marine industry security evaluation system and theory was formed, followed by the construction of marine industry evaluation index system. Empirical analysis of China’s marine industry security was conducted based on marine industry security evaluation index system and evaluation model. Through the study of domestic and international marine industry development experiences, combined with the results of empirical analysis, countermeasures and suggestions on China’s marine industry security were proposed aiming to reflect the real situation of the current development of China’s marine industry and to provide an effective reference for the development of China’s marine industry.According to the above research frame, the contents of this paper can be divided into the following parts:First, the scientific definition of the marine industry security, and its content and connotation was clarified. Based on industrial economics, marine economics and other disciplines, taking different theoretical research related to industrial safety in to consideration, comprehensive meaning of industrial security was elaborated. By analyzing the state of the marine industry and summarizing the characteristics of industrial marine industry, referring to other researches, the connotation, features and main content of marine industrial security were concluded.Secondly, the influencing factors and operation mechanism of marine industry security are summarized. The "compass" model was presented based on the characteristics and connotation of marine industry security, followed by summary of its operation mechanism. By analyzing the factors and operational mechanism, the foundation for the construction of the marine industry security evaluation system was established.Next, security assessment model of marine industry was built and used for evaluation China’s marine industry. Based on the theoretical basis of the above study, building security evaluation index system of the marine industry was constructed. By screening appropriate evaluation index, assessment model was built and applied for empirical analysis.Finally, foreign experience in the development of the marine industry was introduced for the purpose of providing advice for insuring marine industry security. |
