In the1980s to1990s, the economy and society of our country had been developing very fast. The marine economy has obtained splendid achievements, but lots of problems also appear with it such as insufficient development and use of marine resources coexisting with overexploitation, such as the serious pollution of the offshore marine areas and ecological deterioration, and so on. With the growing demand of land, people reach out to the ocean by large-scale reclamation resulting in irreparable change of natural attributes of the resource and ecological environment, which threatens the living environment of residents in coastal areas and sustainable development of economy and society. In this context, the rational methods of spatial layouts of marine functional zoning are cried for to realize the sustainable development of marine economy. Based on the previous studies, this thesis does some discussions about the contents and features of divisions and the marine functional zoning and constructs a structure of spatial layouts of marine functional zoning that is "line-total quantity control-plane", and puts forward the related technology about the spatial layout of marine functional zoning based on resource and environment. Meanwhile it evaluates the cap of spatial layout of the main way to use the sea-reclamation and simulates the reclamation that has certain function using numerical models to obtain the optimization approaches of spatial layout of functions. Take the Guangxi Zhuang Autonomous Region as an example for empirical research, this thesis provides scientific basis and technical support for reasonably establishing the marine functional divisions and coordinating the development of all regions. Concrete research results got as follows:1. The thesis further discusses the contents and features of the marine functional zoning on the foundation of divisions, and deeply studies the importance of sustainable development theory in the guiding thoughts of marine functional zoning, and then gives three themes. Furthermore, on the basis, it re-explains the principles of the marine functional zoning and provides theoretical foundation for the spatial layout of marine functional zoning.2. The thesis constructs a technical framework of "line-total quantity control-plane" for the spatial layout of marine functional zoning, including such techniques as evaluating natural resources’ condition of area units, suitability evaluation of different sea-using based on resource and environment, evaluating total quantity control of spatial distribution of reclamation and numerical simulating the optimized scheme of spatial distribution of the marine functional divisions and so on. It establishes a technical framework for spatial layout of the marine functional zoning.3. The thesis refines the methods or techniques to evaluate the quality of resources, the resources and environment suitability and total quantity control of reclamation, and refines the optimized scheme of spatial layout of reclamation. At last, it offers technical methods for spatial layout of the marine functional zoning. The concrete contents including:(1) It uses such techniques as Geographical Related Analysis Method, Limited Delphi Approach and so on to demarcate waters units and evaluates natural resources’ condition of the diverse waters units. Then the priority to use the sea is got;(2) It respectively establishes the index system of resource and environment adaptability evaluation on fishery, tourism, port and reclamation. And then it gains the space planning and function positioning of waters unit by coupling the suitability evaluation of different sea-using with evaluation of resource conditions;(3) It quantificationally predicts the spatial requirement of reclamation by constructing Production Function Approach and Qualitative Analysis Method. Then the cap of reclamation is got by integrating the forecast results;(4) It predicts the optimization of spatial location of the determined area for reclamation by using numerical simulation method and puts forward optimum programme by comprehensive analysis4. Take the Guangxi Zhuang Autonomous Region for example, by adopting the technical method above, the resource and environment fitness of fish-farming, tourism, port and reclamation of sea area of the Guangxi Zhuang Autonomous Region is evaluated and the cap of reclamation to the year of2020is calculated. And hydrodynamic environment, water exchange law, water quality and characteristics of sedimentary dynamics of the outer Qinzhou Bay is numerical simulated, and the space planning of reclamation is optimized. Moreover, it has a better effect in empirical research using this technique, and this technical frame provides technical support for establishing functional regionalization.
