In modern society, resource security has already been one of the most important components of national security. On the geographical standard, resource security can be divided into two types:land resource security and marine resource security. Both of them are equal importance. To discuss marine resource security, we can not avoid mentioning the other concept of marine resources conservation. Marine resource security is the goal of marine resource conservation. That is to say, to ensure the safety of marine resources must be achieved through the effective protection. While setting up and improving in relative laws and rules for the marine resource security has become an important direction for further development.The problems, such as marine environmental pollution, destruction, the invasion of exotic marine life, and the marine habitat destruction, bring crisis and challenges to our marine affairs. Among them, marine resource security is the the most vulnerable and important aspect. It is directly related to the development of national economy and social stability, and thus the safety of marine resources has been incorporated into research field. Marine resource security refers to a nation or region sustainably, scientifically, efficiently, stably accesses to marine resources, and takes effective measures to make the marine resources foundation and environment be in good condition or be free from damage. According to requirements of the sustainable development, this condition is not merely to keep supply and demand in balance, but rather focus on the balance of marine resources development, utilization and protection, which allowing marine resources to meet economic and social development sustainably and stably. Marine resource safety has been the core of national security system, and its importance is self-evident. It will bring immeasurable impacts on the economy, politics, environment, technology, defense and foreign affairs.The thesis is composed of five parts to research the relative laws and rules for the marine resource security.Part one introduces the research background, purpose and significance, research status, the main research contents and methods.Part two presents a general introduction to marine resource and marine resource security. At first, it gives an overview of the ocean from the perspective of economy, geography, environment. Then the concept of marine resource security is introduced. At last, the two relations of marine resource security, including the relations between marine resource security and national security, and ecological security. All of these have laid a theoretical basis of natural and social science for the following discussion.Part three describes the status of our marine resources security. This section mainly elaborate the problems of marine resources security form the pollution and destruction, the invasion of exotic marine life, and the dispute of marine rights and interests.Part four shows some foreign countries' legislation and the related management for marine resources security, including the United States, European Union Japan, England, France, Sweden, Germany, Korea and some Southeast Asian countries. Then the author puts forward some new ideas on how to learn from foreign experience in security-related legislation and management.Part five concentrates on the construction and improvement of the legal system for protecting our marine resource security. It is from the aspect of exploitation, utilization and protection of marine resources, the control of exotic marine lives, marine disaster forecasting and alarm, and the International marine disputes.
