Study On Influential Mechanism On Carbon Abatement And Optimization Of Market-based Environmental Policy Instruments

Due to the urgency of carbon emission abatement and lack of abatement policyin China, we need to make in-depth research on carbon abatement of environmentalpolicy instruments, explore influential mechanism of environmental policyinstruments on carbon emissions abatement, and make optimization design in a viewto provide reference basis for policy making in China.Building enterprise optimal planning model, this paper analyzes the differentinfluential mechanism of market-based environmental policy instruments on carbonemission abatement, and explore the influences of different environmental policyinstruments on carbon emission behaviour, carbon abatement technology innovation,carbon emission control, and implement cost. Introducing consumers to the researchframework, this paper studies the influence of market-based environmental policyinstruments on economy output, carbon emission and social welfares, and makescomparative analysis on influences of different market-based environmental policyinstruments on carbon emission control and social welfares.Using game theory, this paper respectively considers two circumstances underwhich enterprises develop its own carbon abatement technology or purchase carbonabatement technology and optimizes single environmental policy instruments andmixed environmental policy instruments. Using optimal control methods, this paperstudies the optimal path and balanced path of carbon emission; By comparison ofcarbon optimal path under social optimal plan and balanced path under free market,this paper proposes the dynamic characteristics of market-based environmental policyinstruments.Through quantitative analysis, combined with the present situation of China’smarket-based environmental policy instruments, this paper reveals problems ofChina’s current market-based environmental policy instruments; Through Buildingfactors decomposition model of carbon emission, this paper explores the influentialMechanism of various factors on carbon emission and deep causes of carbon emissionproblems. After making research on influences of carbon taxes on economy andabatement based on different scenarios, the paper designs optimal mixedenvironmental policy instruments from industry level.
