Nowadays, climate warming is threating the living environment of human beings. The greenhouse gas emission represented by carbon dioxide is the main cause of climate warming. As the largest emitter of carbon dioxide in the world,China is facing double pressure both inside and outside China,Whether it is for the needs of domestic sustainable development or the international pressure,China needs to take appropriate measures to reduce the carbon dioxide emissions. However, the development degree of economic and technical conditions in different regions of China is different, and carbon dioxide emissions also show non equilibrium characteristics. Therefore,in the formulation of emission reduction policies, how to scientifically analyze the difference of carbon dioxide emission and its influence mechanism in various regions is not only helpful to the formulation of carbon dioxide emission reduction policies in China. At the same time,it is also the inherent requirement of coordinated development in all regions. In order to provide theoretical basis and decision support for C02 emission reduction policy in China, the following works are done:First, analyzes the overall characteristics of China's carbon dioxide emissions from two dimensions:Time series, spatial distribution, considering the significant Regional differences and spatial correlation of carbon dioxide emissions in China, divide our country into four regional by the spatial measurement method.Secondly, quantitative analysis the differences of carbon dioxide emissions through two aspects:National and regional,by the Theil index.Third,in order to further explore the causes of the regional differences in C02 emissions in China, the Granger causality test was used to test the factors that may affect the regional differences in C02 emissions in China, and the influence degree of these factors is quantitatively studied with the STIRPAT model. Finally,in view of the characteristics of the low carbon transformation and the promised reductions of carbon dioxide of our country, from the aspect of energy consumption structure, evaluate the potential of carbon dioxide emission reduction in China by the Multi-objective decision making, and the corresponding policy suggestions are put forward. The results show that there are significant differences and spatial correlation of carbon dioxide emissions among China's provinces, and a stable spatial agglomeration pattern is presented.Compared with the difference of per capita carbon dioxide emissions, the difference of carbon dioxide emission intensity is more significant, and the difference in the region is always greater than that of regional differences;energy intensity is the main reason for the impact of carbon dioxide emission intensity, followed by energy consumption structure, the per capita GDP and the industrial structure, but the urbanization level and the population have little impact on the carbon dioxide emission intensity;through the optimization of energy structure,we can achieve the target of the 2020 unit GDP carbon dioxide emission reduction on the basis of 40-45%on the basis of 2005 and the 18%decline on the basis of 2015.
