This research of coal enterprise long effective safety evaluating system is help toanalyse and clear up the relationship and thinking of safety effecting factor. It is avery effective measure to understand accident causing theory and safety researchingdirection. It also has important theory and practising significance to evaluate theability of coal enterprise safety management, taking effective measures in order toachieve long effective safety. Nowaday researches are only concentrating ondescribing based on the micro and object layer of coal enterprise’sperson&machine&environment&management4M model, to evaluate the status of thecoal enterprise safety management. Drawing support from Marxism recognitionaltheory, this research works for revealing the internal clue and fundamental reason ofcoal enterprise accident cause and trying to approach the building and utilization ofthe coal enterprise long effective safety evaluating system, this research is utilizingseveral research methods such as: factor analysis, interpret structure model, the theoryof extenics, etc.Theoretical basis of this paper, comprising subject-object relations theory, safetymanagement theory, accident causation theory, interpretative structural modellingtheory and extension theory, provides analytical tools and research foundation for theestablishment, verification and evaluation of long-term safety evaluation system forcoal companies from various perspectives. By defining the basic concept of long-termsafety and analysing its difference with safety, Reveals the nature and fundamentalcharacteristics of long-term safety while proposing the philosophy behind it.Combining characteristics of current society and coal mine production, this paper,with the subject-object relations theory, delves into deep-seated causes of frequentaccident occurrence in coal mines from aspects such as the subject, object andmedium while explores the impacts among various factors, in an effort to establish along-term safety evaluation system for coal companies. The interpretative structuralmodelling is employed to analyse the basic, important, key and fundamental causesbehind accidents. With the help of interviews and questionnaires, mathematicalmethods such as regression analysis are also used to verify reliability of the system.In addition, this paper evaluates two of Shenhua Group’s coal mines---ShangwanMine and Baijigou Mine with the extension theory and discovers the root causes fortheir failure to achieve long-term safe production while pointing out the direction for improvement. In the meantime, the long-term safety evaluation system outperformsthe risk prevention and control system, indicating that the former could reflect thelong-term safety status of coal companies in a more comprehensive, systematic andobjective manner. The extension theory also helps to dissolve conflicts andcontradictions in evaluation, showcasing greater innovation, usability and feasibility.First, with the system and case study, the reason why Shangwan and Baijigou minesfail to achieve long-term safe operation is mainly due to a lack of compliance in thesubject, absence of reliability in the object and ineffective medium. The root causethough is the inadequate implementation of social fairness and justice and keycorporate values and morality.Second, long-term safe operation of coal companies relies on a stronger economy,stricter government regulations, more scientific industry policies, greater attention topublic opinions and more humanistic considerations. Coal companies should alsoboost their technological innovation, actively fulfil social responsibilities and improvetheir ability to better comply with laws and regulations and control risks. It is crucialto enhance people’s physical and psychological readiness, improve their knowledgeand technical know-how and rebuild their ethnical values, so as to achieve bettercompliance of the society, companies and people. Equipment needs to be upgraded,operation environment controlled and improved, and technical procedures optimized,so as to enhance reliability of the environment, technologies and equipment. Safetymanagement must be strengthened to create a safety-oriented culture and ensure theeffective role of medium in safety management and culture. To achieve long-term safeoperation, it is particularly important to highlight humanistic considerations,strengthen government regulation, stress on transparency, broaden public supervision,shape professional ethics of employees and cultivate key corporate values.Explores theoretical innovation in the following three aspects: firstly, themanagement philosophy for long-term safety is proposed: by adhering to thesubject-object theory of Marxist philosophy, creating the systemic outlook, outlook onThe two element method and outlook on dual antagonism for long-term safety,abiding by moral standards, implementing the people-oriented values, to carryforward the spirit of science,encouraging social fairness and justice, promoting keycorporate values and ethics, compliance of the subject, reliability in the object andeffectiveness of medium could be achieved, which in turn leads to improvedlong-term safety.Secondly, a comprehensive long-term safety evaluation system is established:Breaking away from the conventional safety theory stereotype ofman-machine-environment-management, this paper, guided by the subject-object theory, delves into important factors such as the society, nation, enterprise, people,environment, technology and equipment, management and culture, and emancipatefactors such as government, the public and strategic network from the organizationalenvironment concept in management science, which are later studied as internalsubjects of behaviour in the system. In this way, long-term safety status of a coalcompany could be reflected in a more comprehensive, systematic and objectivemanner so that corresponding measures could be taken to ensure long-term safeoperation.Thirdly, long-term safety evaluation criteria, responses and measures are alsoproposed. The evaluation criteria consist of3parts,24indicators and80pieces ofstandards. Responses and measures include: This research builds the ensuremechanism for the long effective safety evaluating system in four respect:organization, institution, qualified personnel and fund.
