A Study On Thegovernment Long-term Mechanism Establishment Of Production Safety

With rapid and steady economic development in china at present, production safety situation is quite serious because long-term mechanism of safety has not been established. So the establishment of long-term mechanism of production safety adapted to the level of economic and social development is imperative. How to build a scientific, rational and effective long-term safety mechanism, effectively reduce the occurrence of various types of production safety accidents and create a harmonious living environment is the starting point of this study.Firstly, principles of production safety management and theory of accident causation have been used to explain long-term mechanism of production safety, present production safety systems in china are described based on practices of production safety and the six key elements of long-term mechanism have been put forward and analyzed one by one according to the proposed background. Secondly, the courses of development of production safety in foreign countries are summarized , safety situation and problems in China are analyzed and the gap of production safety between China and the developed countries are compared. it is concluded that establishment of long-term mechanism of production safety at current stage is very necessary and timely. Then, this paper analyses the means and measures to establish long-term mechanism of production safety, proposes four stages including content design, elements conceiving, operation and improvement to establish long-term mechanism of production safety. According to the situation and shortcomings of long-term mechanism establishment in china, the role of government, non-profit organizations, enterprises and the whole society is made clear. Finally, this paper takes Tianjin Economic and Technological Development Area as an example of a useful attempt on long-term mechanism establishment of production safety, and proposes a better long-term mechanism of production safety in Tianjin Economic and Technological Development Area.
