China is a developing country, which is in the rapid development of social and economic transformation period. Compares with the developed industrial nations, our country's productive forces still fall behind; the work safety management foundation is quite weak, accidents are frequently happened, and the personnel casualty and the property damage are serious. While entering the 21st century, Chinese government, all levels of administrative departments and enterprises have already made great efforts to reverse the severe situation of safe production, and paid more attention to build safety management system and mechanism so that we can enhance our ability to prevent accidents from happening, but our country's safety production situation is still not really improved to a better level.In order to further improve the safety management situation, raise the safety management level, reduce the disparity between our country and the developed industrial nations on safety management, prevent the occurrence of any accidents effectively, achieve a stable, lasting and efficient production safety, this paper collects a large number of documents and status of safety basis of the information, take Yunnan Province as example, embarks from production safety's actual state, makes the analysis according to the system theory and the cybernetics viewpoint to the reason of industrial accidents, and according to the production safety management condition measure results, then constructs a long-term safety management mechanism, and puts forward the target-oriented countermeasure proposal. The main contents of this paper are as follows:Firstly, the production safety management system is one complex, the dynamic social system, the primary reason that accidents out of control is the weakness of system controlling force, and the reason lead to the weak system controlling force lies in the insufficiency of system innovation ability. That is to say the weakness of the controlling force and the innovation ability cause the accidents. The paper has discussed the way in which controlling force and innovation ability of safety management system coordinate and it is very significant for the early warning, handling and controlling of accidents;Secondly, the concept of thermodynamic entropy has been introduced into the field of work safety, research on the changing process (orderâ†'disorderâ†'order) of work safety system with the thinking of entropy, defy the concept of safety entropy, evaluate the condition of the entire safety system and the various elements within the system with safety entropy, and put forward to work safety management strategy target-oriented;The third, take the main mining and business enterprises in Yunnan Province as an example, embarks from the five essential factors in work safety system, use the system entropy ideas, construct an effective long-term mechanism of work safety management.
