Global climate change and environmental degradation is one of the most serious challenges in the 21 st century. The technology abuse is considered as one of the main causes of climate deterioration, but also many scholars believe that the development of science and technology could solve these problems. In the face of climate change hazards present situation and the requirements of the international community, China take the big responsibility implemented a wide range of policy and actively participate in the activities of international organizations. And recently North China appears haze weather which is getting worse, the Chinese government and people will focus the eyes on the environmental improvements issue. Thus no longer just a problem caused by the deterioration of the environment, but also economic loss and causing harm to human health, the UN report noted that environmental issues make China lost 3.5%-8% economic growth, Peking University and Greenpeace research shows that, PM2.5 pollution in Beijing, Shanghai, Guangzhou and Xi’an has led to 7,770 cases of premature deaths and economic losses of 6.17 billion yuan.Some scholars believe that technological innovation and progress led to sustainable economic development, but research also shows that the difference between the gray technologies(ie, increased pressure on the environment and pollution technology) to the green technology, therefore distinguish study on the comprehensive technology and green technology will not only enrich the theoretical system of literature in this area, but also provide important theoretical support for the government to target the development of green innovation policy measures.By refining the links and differences between green technology and comprehensive technology, this paper has enriched the field of theoretical and empirical literature system. Knowledge stock and green technology achievement in China is far lower than developed countries, in order to achieve the win-win goal, increasing R&D investment, encourage innovation and green technology, technology transfer, conversion and overflow are very important way. From a practical point of view, because of the majority of our country due to the geopolitical, there has the essential difference between regions which underlying cause of economic growth, resources enormous pressure, based on the undesirable output of green energy inputs TFP accounting and carbon emissions and green technology efficiency indicators to measure the regional economy performance, and by the research of factors in the spatial correlation, it shows the great significance. The green economic development and environmental protection policy based on this research conclusion is scientific and accurate. Based on the above research background and significance, through extensive research and innovative method, get some useful conclusions:First, breakdown of green technology concept, establish evaluation index system of regional green technology. Improve green patented, green products and other indicators to measure the green technology, using principal component analysis, TOPSIS evaluation method to calculate the evaluation index value of comprehensive technical competence and the ability of green technology. Found that significant heterogeneity of regions, level of comprehensive technical capabilities and green technology is much higher in economically developed eastern regions, reflecting the technical capacity is closely related to economic level, technological innovation and innovation-based environment.Second, based on STIRPAT model and endogenous growth theory, introducing knowledge capital production, constructed carbon emissions and harmful emissions impact mechanism model of knowledge economy era, researching ecological effects of green technology capability. The results show that green technology capability has no positive effect of CO2 emissions. There is a large heterogeneity among the three regions, The central region has the most prominent resources and environment which urgent need to rely on the norms of green technology and environmental policies to improve. The western region has to increase investment in green R&D to improve the containment ability of green technology capability to emissions and pollution.Third, accurately measure green TFP and its decomposition factors by introducing the undesirable inputs and outputs of energy consumption, carbon emissions, waste emissions, Accurately measure the efficiency of green technology by using Meta-frontier and SBM model. Finally, establish a green technology efficiency factors empirical model. Green TFP results obtained are lower than the traditional TFP calculation results, while green technical efficiency has been declining in recent years. The greatest impact to amplify the efficiency of green technology is the green technology capacity and green R&D intensity.Fourth, two spatial econometric models have been established, the empirical results of spatial carbon reduction mechanism model show spatial correlation factors do great effect on CO2 emissions, which the per capita GDP prompt the high and low-level regional aggregation by CO2 emissions. Geographical proximity and technological Distance makes the region a significant convergence of agglomeration. There are three variables, green technology capacity, per capita wealth and demographic factors enlarge the carbon emissions, while a reduction effect of foreign direct investment, environmental policy execution, industrial clustering factor. The result of green technology spatial spillover model shows that China’s green TFP index presents a remarkable convergence effect, which is significantly higher than other variables elasticity, and not only related to green technology capacity gaps most closely, but also, and geographic distribution, meanwhile with geographical proximity which is different from the traditional TFP of empirical conclusions.
