Progress in the study on highway at home and abroad natural disaster risk evaluationsystem was analyzed in the thesis firstly. Then, referring research results and insufficientreported and combined with the features of highway engineering, research to highway naturaldisaster assessment system was accomplished after studies on risk evaluation theory ofhighway natural disaster, evaluation method of disaster-affected bodies resist disastercapability and vulnerability, highway natural disaster evaluation and management system.This flow was controlled according to the main thoughts and procedure of risk evaluationtheory. The research results are:(1)Based on summarizations on highway natural disaster in research, the naturaldisaster is classified into highway geology disaster and meteorological disaster.Potentialdangerousness evaluation methods to single highway natural disaster were researched.(2)Fuzzy Comprehensive Evaluation model and Analytic Hierarchy Process(AHP)were selected as the dangerousness evaluation model and the affirmation of evaluation indexweight. Natural disaster evaluation indexes to different levels of highway and classificationsystem were established the first time in the thesis.(3)Highway natural disaster-affected bodies were classified to seven categoriesaccording to the research objects in this thesis, including: large and average span bridge, smallbridge and culvert, roadbed and protection works, side-slope protection projects, pavement,drainage system, and railway maintenance squad housing. Indexes were selected from bothdisaster-resist capabilities of different bodies and regional anti capability of highway naturaldisaster. With adoption of comprehensive grading method, highway anti natural disastercapability evaluation model was established, and classification standard of ability to resistdisaster for disaster-affected bodies was raised.(4)According to different disaster formation mechanisms and disaster-affected bodydestruction forms,incidence of disaster-causes was divided into core influence area and directinfluence area, and loss rate at different area were raised. Damage of highway property wasaccounted and evaluated as assets value. Computation model of expected and actual loss andclassification of loss grades of disaster-affected body were promoted.(5)Natural disaster risk evaluation model which fitted highway engineering under theconcept of RI(Risk Index), while the risk disaster,anti-disaster capability and loss ofdisaster-affected body was take into consideration. Based on road engineering, method to determine the acceptable level of highway natural disaster risk was studied in three aspects:casualties, road condition and economic losses.(6)Risk of disaster was assessed, risk control route and management process tohighway natural disaster were proposed in accordance with highway natural risk assessmen.(7)According to the evaluation theory and methods presented in the paper, a hazardevaluation project is carried out taking the ZhouZhi section along G108as the typicalexample. The evaluation result is consistent with practical, which shows the research resultsare scientific and rational, as well as practical and operational. Meanwhile, these are ofguidance and reference to evaluation and management of highway natural disasters.
