Reasearch On Road Transport Informatization Assessment Indicator System And Method

Since the middle age of20century, industry revolution wave expands frequently in theworld signaled by the information technology. This change triggers the transforming ofsociety in economics and social field and also improves the society change from industrysociety to information society. Informatization becomes the hot issue of the development ofcorporation. Road transport is the fundamental industry of national eoconomy development.Proper resources allocation、energy conservation、transportation efficiency enhancement、implementation of industry structure have the inner demand and improve abroad applicationsin road transport field which wholely progresses the construction of road transportimformatization and development process. But with the development of road transportinformatization construction, the significant issue which limits the development of roadtransport informatization is still prominent. The evaluation of road transport informatizationconstruction becomes necessary requirement in the specific process. As a result, how toscientifially build the evaluation index system for road transport informatization has becomethe urgent problem.Because of the lack of systematical research in road transport informatization andfundation of evaluation theory, this paper analyzes the conception and essense of roadtransport informatization and builds road transport informatization content system、structureframework and evolution model. This paper analyzes the major content of road transportinformatization evaluation、selection of evaluation index and design of evaluation norm. Inaddition, this paper discusses the norm of road transport informatization assessment.In terms of deficiency of road transport informatization factors identification andquantitative relationship, this paper systematically analyzes the current situation andcharacteristic of China road transport informatization and uses empirical research method torecognize and select the six major factors of road transport informatization. In addition, thispaper applies DEMATEL method to determint the quantitative relationship among factors ofroad transport informatization.In accordance with the insufficiency of road transport informatization assessment indicator system, this paper discusses road transport informatization evaluation index andselection of index. Based on this opinion, this paper chooses theoritical analyzation and expertconsult to build the information network、information resource development utilization、information technology and application system、 information structure construction、informatization development environment and comprehensive effect of informatization. Thispaper selects six first-level indexes、seventeen second-level indexes、forty-eight third-levelindexes to construct the assessment indicator system of road transport informatization.To the difficulty of choosing of evaluation method of road transport informatization, thispaper analyzes the features of road transport informatization evaluation method. In addition,this paper believes that road transport informatization evaluation is the typical grey system.Based on this view, this paper brings forward HMGEM method and do some research to themodel and evaluation model.The application research verifies the correctness and feasibility of the assessment indicatorsystem and method.
