Study On The Evaluation Index System Of Road Passenger Transport Modernization

Modernization is a dynamic process of development, not only an evolving symbol of humancivilization, but also the future development trend. Transportation is the basic industry of the nationaleconomy, plays a very important role in the social and economic development. As a subsystem integratedsystem, road passenger transport basically realize modernization in advance, plays an important role inguiding and supporting of transportation, and even the regional social and economic development. The keyto modernize the regional socio-economic based on the level of socio-economic modernization, and make ascientific, systematic and complete evaluation of road passenger transport modernization. And grasp theprocess of development of road passenger transport modernization effectively, to provide a strong scientificbasis for identifying the key issues of road passenger transport modernization and making the developmentof strategies to achieve the modernization of road passenger transport. Therefore, it is a theoretical andpractical subject to understand and grasp the meaning and characteristics of road passenger transportmodernization correctly, evaluate the process of modernization and choose the development strategies ofroad passenger transport. So, it is an urgent requirement to promote the modernization of road passengertransport by evaluation road passenger transport development with a set of evaluation index system,indicators and methods, which adapt to regional socio-economic modernization.In this paper, the basic theory of modernization and road passenger transport modernization werediscussed, elaborated on the understanding of modern, and put forward the meaning,characteristics andbasic requirements of road passenger transport modernization. Design an evaluation system which consistsof two dimensions and six subsystems, from the perspective of industrial economy. Referring to research,obtained the calculation methods and modern reference value indicators, the actual situation of Ningbowere analyzed through the survey data, then determined the status of its modernization and target values.the evaluation content is the level of development of each dimension and, their Relationship and the overalllevel of road passenger transport modernization. Evaluation methods include Principal ComponentAnalysis(PCA), Analytic Hierarchy Process(AHP), Grey Relational Analysi（sGRA）, Coordination JudgingMethod Structure-Conduct-Performance（SCP）. Ningbo City, for example, conducted a comprehensiveevaluation of their level of road passenger transport modernization, and the evaluation results are analyzed.Studies have shown that: the road passenger transport modernization evaluation index system andevaluation method can accurately evaluate the development levels and mechanism of interaction ofNingbo road passenger transport modernization. It has a theoretical science and practical application,provides reference for the country to develop and implement strategic measures of road passenger transportmodernization.
