Research On Comprehensive Benefits Of Urban Rail Transit System

With rapid social and economic development in China, its urbanization process is accelerating, thus urban transportation and environmental issues is becoming increasingly prominent. Based on the superiority of large capacity, high speed, more punctual, more secure and more energy saving and environmental protection, urban rail transportation become the main way to solve urban traffic problems. At present, China’s urban rail transit construction has entered a stage of leapfrog. It has become the largest urban rail transport market, with the large scale of construction and the high speed of development unprecedented. For the huge cost of construction and operation of urban rail transit system, urban rail transit development planning which is too ahead or too lagging will directly affect the sustainable development of cities. So it makes the study on urban rail transit system’s effectiveness and its assessment methods necessary.The paper, which combined with the qualitative and quantitative analysis methods, using theories of management, economics, statistics, and system science and other related theories, and research ideas of the theoretical interpretation, modeling, empirical research and statistical analysis, has a comprehensive and in-depth study on comprehensive benefits of urban rail transit system.The paper drawing on the theoretical description of the current domestic and international urban rail transit system benefits, initially improved and established the theoretical framework of urban rail transit Comprehensive benefits system; elaborated the concept of the comprehensive benefits of urban rail transit system, its connotations system and compound constitution, ductility of time, diffusible of object, and interoperability of sub-effectives; analyzed connotation, composition and mechanism of economic benefits, social benefits, and transportation benefits.The paper, which based on system dynamics method, analyzed the comprehensive benefits of the urban rail transit system, from aspects of hierarchy, regional, dependence and dynamic; Analyzed driven relationships among economic benefits, social benefits, transportation benefits, from angle of causal relationship, feedback relationship; Revealed system correlation of urban rail transit system, and supported theoretical basis for understanding comprehensive benefits of urban rail transit system.Based on the design principles of evaluation index system for comprehensive benefits of urban rail transit system, the paper designed a comprehensive benefit evaluation index system which is consisted by transportation benefits, economic benefits, social benefits, and their respective sub-class indicators, described the definition of the indicators, and identified method to value indicators including mathematical models and expert scoring.By comparing suitability of a variety benefit assessment methods, the author selected a method which combined analytic hierarchy and fuzzy comprehensive evaluation method to model the benefit assessment model for urban rail transit system, specific descripted evaluation process, provided methodological guidance for the assessment of comprehensive benefits of urban rail transit system, improved the effectiveness of the existing rail transit system evaluation system.By selecting the representative urban rail system lines-Beijing Subway line1, line5, line10, line13, which more early, more larger, more perfect, based on the data of year2009and2010, the author carried out empirical research, tested feasibility of the assessment methods, and analyzed the result.According to the empirical results, statistics and trend analysis, based on angle of efficiency improvements, the author proposed recommended strategy for improving of urban rail transit system, from three aspects including" reasonable co-ordination of urban rail transit network layout and construction Timing","building low-carbon transport structure that based on backbone of urban rail transit system","active using of the tremendous role in urban transportation and economic development of urban rail transit ", which will provide decision support for decision-makers.
