With the increasing demand for electricity of resources development,as one of the most important infrastructure projects to support the economic development of our country, power construction projects have a significant effect on the development of national economy, the improvement of national living standard and so on.The evaluation to the power grid program's social and economic benefits can not only provide scientific decision-making for improving project efficiency, but also ensure the smooth implementation of the project. This study is about Zhangjiakou "three electricity substations and four electric lines" with their supporting line projects. It's to evaluate the social and economic benefit of the project synthetically by establishing economic and social benefit evaluation system.By doing this,we hope that the accuracy and scientificity of the project investment decision-making can be increased, the efficiency of the allocation of resources can be improved, and the investment risk can be avoided.According to the result of economic benefit evaluation that we can know,as pushing ahead of the project, the enterprise's solvency is significantly increased and its profitability is enhanced. In addition,by using fuzzy evaluation method to assess the social benefits of this project synthetically, the result shows that, directly or indirectly, when it is advanced, the project can bring benefits not only for the region's economic and cultural development, but also the domestic electric power industry development. The construction of the project can produce a large number of social benefits.
