As an important node of the logistics chain in today’s world of economic globalization background, the fourth generation port is not an isolated node. Port enterprises enhance cooperation and win-win between each port through the multi-port linkage and coordination mechanism, sharing resources and flexible deployment of the maximum, to reduce logistics costs, thereby enhancing the market competitiveness. However, current methods of port planning, seldom considerate of the interaction and coordination between ports, focusing only on the needs and development of port itself. And the port construction and scheduling are discussed separately, cannot estimate its comprehensive service ability reasonably. Therefore, this paper puts forward a simulation method on port construction scale based on the ship scheduling optimization for multi-port linkage system. The specific researches of this paper are as follows:First of all, base on summarizing the literatures at home and abroad, in the third chapter, establish a service level optimal configuration model for the multi-port linkage system. Establish an open loop and closed loop queuing network model for port multi-port linkage system, and puts forward the calculation method of each parameter of the multi-port linkage queuing network. Meanwhile, simulate the variable random distributions and capacity limitation of the open loop and closed loop queuing network, and expand the traditional model. On this basis, propose an optimal service level model based on the lowest general logistic costs of the multi-port linkage system, and confirm the aims of the port construction. In chapter4, establish a port simulate data association analysis GIR model. Based on multidimensional quantitative association rules of Data Mining theory, using Clementine data mining software, this article analyzes the huge amounts, multi-dimensional data from port logistics system simulation model. The analysis results show out the interaction relationship of each component in port. To improve the optimization efficiency of port construction scale simulation scheme. In chapter5, establish a simulation model on port construction scale based on the ship scheduling optimization, and research on the tidal mode waterway dredging program and port capacity of berth allocation based on the simulation. It is equitable to estimate that, if the programs are meeting for the service level. Establish a shallow waterway capacity simulation model, improved the traditional calculating tidal mode method of shoaly channel. The model consists of the navigable condition of each shallow, single or two-way waterway, tide-bound water level, distance and speed of ships and the discharging rate of the influencing factors. The model makes full use of the channel water depth and shallow tide tide. Compared with traditional methods, the new method of assessment waterway through capacity of waterway is improved, reducing the waterway dredging costs greatly. Discuss the method of calculation and Simulation of berth allocation rules for calucating the port service rate, and discuss the different effects under different plans receptively. Propose the dynamic decision-making simulation model to evaluation the berth allocation scheme. Finally, a real project of an expanding port is researched. An important background of this thesis is the project "50-thousand-ton waterway construction projects necessity analysis and the analysis of the sea-coal logistics system of N power plant", as the case study of it, this paper is provided detailed data and materials. In this paper, the up-and-downstream ports in the multi-port linkage system of N power plant fuel coal are respectively dynamicly simulated, compared the service rate of the different programs. Thus, propose a basis for decision of berth and waterway extension plan in X port, and waterway adjustment scheme in H port.
