Research On Old City Reconstruction Project Management Mode

Old city is the product of urban development and spread, because of the old citycarrying the cities’ history and culture as the essence of the city. But along with therapid development of urbanization, the old city problem is increasingly outstanding,old town’s infrastructure, planning and living environment has already cannot adapt tothe needs of the development of urban economy, how to effectively reconstruct the oldcity is an important task to the development of Chinese cities. And how to manage theold city reconstruction project is the core of the old city reconstruction.This paper studies China’s large and medium cities old city reconstruction modeand project management mode. First, based on the dynamics of the different urbanrenewal in our country, analyzes the special problems and causes of different types ofold city project reconstruction mode, and the research of classification of old cityreconstruction mode was carried on. Second, to satisfy all project participants’ interestsis key point to old city reconstruction project success, and coordination mechanism isthe effective way to meet the demands. Thus the coordination mechanism is putforward based on the stakeholder of the old city reconstruction project managementmode. Then the coordination degree evaluation method is proposed, the calculationmodel is demonstrated by empirical study. The main results in this paper are asfollows:Firstly, the old city reconstruction project management modes are discussed. Theproject management related concepts are defined, and with international experience theold city reconstruction project management model framework is constructed. Theframework builds a platform for the study of the old city reconstruction mode andreconstruction project management mode. Secondly, based on the different transforming power of project, the old cityreconstruction mode has proposed and classified. The transformation projects aredivided into residential projects and business tourism project. According to differentinterest demands and final results, the project management needs to balance thedemands of stakeholders related to reconstruction. Then the characteristics of eachtransformation mode are analyzed, provide theoretical basis for subsequent study.Thirdly, the old city reconstruction project stakeholders’ coordination mechanismis proposed. First, this mode fully defined stakeholders based on the whole life cycle,break through the categories research limited on stakeholders. Second, the old cityreconstruction stakeholder coordination mechanism is set up, constructed thecoordination mechanism for core stakeholders and others respectively. Third, thesecurity system of the old city reconstruction project management mode is proposed.This paper puts forward that the security system in the micro and macro level to ensurethe scientific and completeness in the process of the huge old city reconstructionproject operation. The process security system includes the distribution of time, space,resources and organization structure, the strategies to build partnerships, contracts,business strategy and risk management strategy are also included. The responsibilitysecurity system mainly includes the social responsibility, management responsibilityand contractual liability, from the macro level to ensure the unification of the balanceof the three goals of project management.Fourthly, build the evaluation model of management mode. The theory ofharmony degree evaluation model with the theory of synergetic in the coordinationdegree measuring principle, combining defines the concept of coordination degree ofold city reconstruction project stakeholders, set up the coordination degree evaluationmodel of old city reconstruction project stakeholders, to the evaluation and analysis,and optimization measures are proposed. The application of coordination degreeevaluation model can aim at the optimization of cooperation between projectstakeholders, to make it from disorderly to orderly, and achieve synergy status, topromote the project success.
