In the context of the New-Type Urbanization,“Five-Plan in One”, seen as an uniqueplanning management endeavor in China, is now drawing intensive concern especiallyacademic thinking and debates. Inspired both by the nation-wide urbanization strategytransmission and on-going practices, this thesis seeks to explore an innovative PlanningIntegration model in a market-oriented urban operation framework, based on an empiricalresearch that applies interdisciplinary views and knowledge.To explore and establish an innovative model of planning integration is the mainpurpose of this research while it is based on the hypothesis of a prototypical urban operationpractice and its model features, therefore, this thesis narrows down with twin subject. Firstly,urban operation discussed in this research features innovative and valuable aspects derivedfrom relative theories and comprehensive development practices done domestically andabroad. Thus, this thesis seeks to conclude the theoretical and empirical evidences as well asthe features of this specific “urban operation model with Chinese characteristics” byreviewing and comparing the trends of urban development/management theories both inwestern countries and China. Furthermore, the empirical study is done within a particular areain Shantou, Guangdong so as to find specific corrective factors and constraints that affect thefeasibility of this urban operation-based planning integration method.According to sufficient understanding and finings, the objects of the theoretical researchof planning integration, more specifically, are Social and Economic Development Plan, LandUse Plan, Urban Plan, Transportation Plan and Environmental Protection Plan, so as to findtheir discrepancy and integration method accordingly. By reviewing urban planning andrelated theatrical trends along with urban development dynamics in western countries andconcluding the recent thinking and practice of quasi-planning integration, this thesisestablishes a theoretical framework of the Four-Stage planning integration method at its coreof “Five-Plan in One" based on the market-oriented urban operation model, and indicatespractical and theoretical approach of strategic concept planning and regulatory planningformulation. At last, a systematic evaluation model is introduced to act together forming aholistic theoretical framework of this innovative planning integration methodology.
