Terminal instrument flight procedure design is directly related to the safety of the aircraft flight, the efficiency of air traffic management and the utilization rate of airport airspace. Meanwhile, the instrument flight procedure design in the airport site selection, airport construction, navigation facility layout, and long-term planning airport occupies very important position. The terminal instrument flight procedure design and optimization, which involves airspace planning and management, instrument flight procedure design, air traffic management, aircraft operation, aircraft performance, communication navigation, aviation meteorological, aeronautical information service, airport management, and other disciplines, as well as airlines, airspace planning, air traffic management, airport management and civil aviation safety management, and other industries, is a complicated system engineering. Based on the deep analysis of terminal instrument flight procedure design and utilization, this paper chose the optimization on terminal instrument flight procedures and navigation facilities layout as the research subject, through the systematical analysis of terminal instrument flight procedures and navigation facilities layout work, this paper proposed an optimization mathematical model for some traffic flight procedures and navigation facilities layout. Because the topic involves a lot of qualitative and quantitative factors, which is a multi-objective, multiple attribute, and comprehensive decision problem, it is very difficult to find a unified algorithm which can adapt to all kinds of circumstances, and can meet the practical terminal instrument flight procedures and navigation facilities layout. Based on the author’s working experience, and from the selection of the design schemes for the consistency and coordination and risk control, in this paper, the author proposed ideas of how to optimize terminal instrument flight procedures and built mathematical models for the ideas. This study not only laid a theoretical foundation but also provided an alternative approach and ideas for terminal instrument flight procedure design and scientific decision-making of navigation facilities. It has important theoretical and realistic significance for the systematic research on terminal instrument flight procedure optimization problems.Based on system engineering, decision theory, instrument flight procedure design theory, modern management theory and principle as the foundation, combined with terminal instrument flight procedure design of the actual situation, the main innovation of this study lies in:1. Terminal instrument flight procedure design scheme optimizationBased on the current terminal instrument flight procedure design optimization, the author analyzed long-term plan of instrument flight procedure, instrument flight procedures in the airport, the designs of same identify number of different instrument approach procedures, the missed approach procedure scheme and navigation parameter optimization schemes of missed approach procedure, and the present situation, problems and influence factors, constructed the evaluation system and evaluation model. Finally, the author gave examples to demonstrate the feasibility of the evaluation model.2. Risk assessment of instrument flight procedure design and instrument flight procedures useThere are a lot of risk factors need to be considered in designing instrument flight procedure and applying the procedure in real world. In this pager, the author built an index system of risk factors and a risk assessment model for designing and applying the instrument flight procedure. The index system and the assessment model not only provide theoretical and technical support for designing and applying control instrument flight procedure, but also filled the blank in the field of domestic study as well.3. Consistency research on Instrument approach procedureBased on the consistency of the following parameters:parameters of the design of the instrument approach procedure navigation and the standard parameters of design specifications, parameters of the same runway number between main instrument approach procedure and the rest instrument approach procedures, by using the interval technique for order preference by similarity to an ideal solution (interval TOPSIS), the author built a consistency evaluation index system and evaluation model, which filled the blank in the research of this field. The examples in this paper show the algorithm can effectively evaluate the consistency of the instrument flight procedures.4. Coordination research on instrument flight procedureBased on the coordination problems among different types of instrument flight procedures, the same track but running with different navigation facilities instrument approach procedures, and airport operation environment, the author built a compatibility evaluation index system and evaluation model, which filled the domestic blank in the research of this field. The examples in this paper show the algorithm can effectively evaluate the consistency of the instrument flight procedures.5. Optimization on terminal navigation facilities layoutThe selection of navigation facilities is the foundation of airport navigation facilities layout, terminal navigation facility layout, and instrument flight procedure, which involves many factors. By systematically analyzing the influence factors of navigation facilities station site selection, airport navigation facility layout and traffic navigation facilities layout, the author built the evaluation system and evaluation model to provide theoretical and technical support for the optimization of traffic navigation facilities layout.
