Huang-Huai-Hai Plain carries Beijing-Tianjin-Hebei, Central Henan and several other urban agglomeration, whose urbanization and city development have great influence on both economic development and social progress. This area is also one of7main production districts of farm products, producing a quarter of China’s grain output. The two-way pressure of urbanization and cultivated land protection in the area is very conspicuous. Therefore it’s necessary and significant to systemically study urbanization, urban system spatial structure and layout, rural settlement layout optimization.The study was launched from3aspects. First, single indicator and comprehensive measurement are employed to evaluate the urbanization level, speed and pattern. We used Coupling coordinated degree model to assess the coordinated development level between population and economy, space and society. According to the result, cities were divided into different type and development strategy was put forward. Then, primacy ratio, Gini coefficient of urban size distribution and Markov state transition matrix were used to analyze urban system size distribution. Transportation convenience degree which includes the density of the traffic net, influence value of traffic trunk and town was employed to study the Transportation and geographic conditions. Urban system spatial optimization scheme was raised on the basis of research results above, planning orientation and Central-Place theory. Finally, taking Quzhou County of Hebei Province as example, BCG Matrix was employed to study the spatial characteristics of rural land use. In accordance with Central-Place theory and Spatial interaction theory, we used nodality index, field intensity model and gravity model to analyze the spatial interactions between rural residents.242major rural residents were divided into4types, and the land readjustment units, migration merge, strategy were proposed.In the context of population growth is slowing, The population of permanent residents in cities and towns is increasing rapidly. Urbanization rate improve from22.7%in1990to46.8%in2010, achieve an average growth of1.57percent per year. Urbanization is a complex process including population, economy, space and society. Most cities with high urbanization comprehensive level are located along Beijing-Guangzhou Line, middle south of Shandong and Bohai Rim. Beijing, as the capital of China, its primacy advantage is continuously extending. However, as the development of middle-sized and small cities, urban system in HHH Plain generally reaches a balance state. Beijing and its around areas,3traffic advantage belts including Bohai Rim, Beijing-Shanghai Line, Beijing-Guangzhou Line have high traffic advantage. Space optimization in HHH Plain is put forward. Scale and connection should both be considerate when optimizing rural residents. We come up with layout optimization scheme and strategy of Quzhou County, Hebei Province.
