This paper tightly around the key link of operation and management of diver sion project, through a large number of literature and engineering field research,c ombined with the diversion project overview, operation and management of the st atus quo and future development strategy, detailed analysis and expounds the exis ting problems and restricting factors of diversion project.Diversion project complet ed in November 25,1989 through the water, as the current project has been run ning smoothly for 20 years, effectively solve theserious shortage of freshwater r esource in Qingdao City, this problem, over the years, fully meet the economic an d social development of Qingdao city’s water needs. But due to technology an d equipment renewal, serious damage and engineeringfunction accelerate degradatio n of various factors, affected the normal operation of the project, extremely easy to cause the waste of water resources, increase theindirect economic losses, the Yellow River, Yangtze River weakened ability, thus restricting the sustainable econ omic and social development and production along the area industry and agricultu re.To sum up, the existing diversion project evaluates the current situation and th e original function is very necessary and very urgent.The main contents of this paper include the function and status evaluation of recovery plan in two aspects. According to the relevant national standards andre gulations, in accordance with the evaluation criteria and classification principle,de termine the status of diversion project is divided into four categories,On this basi s, according to the actual situation of diversion project and the main contents of the project, the project further subdivided into channel liningengineering; bridge en gineering;sluice,inverted siphon, aqueduct and sluice;reservoir engineering; transmiss ion line engineering; communication automationwith thirteen categories, according t o different categories of projects, developevaluation criteria accordingly, build a sc ientific and reliable evaluation index system of project status.Secondly, using thei ndex system of the new construction, to be objective,scientific evaluation of the s tatus of diversion project, for the detailed function of the project to provide a reli able basis for recovery scheme.Then, according to the evaluation result, the desilt ing basin, pumping stationengineering, building engineering, power engineering and communicationautomation engineering as an example, to develop a specific pla n of functional recovery and related measures.Finally, given the current diversion project evaluation conclusions and suggestions for the next step.This study is an important thesis in the actual process of operation and man agement of the diversion project, to solve the existing problems and ensure the div ersion project has important theoretical and practical significance onQingdao cit y and Jiaodong area water supply safety. Has a certain significanceto the study o f large water diversion project evaluation and recovery work.
