With the steady development of economy in our country, people’s living standard is improving gradually so that the quality requirements of project are also growing. Especially, complex large engineering projects, which may concern the national economy and people’s livelihood, have more difficulties than the general project because of numerous contractors and complicated processes. The quality of the traditional management idea advocates in the whole process of total quality management, don’t take into account the efficiency and effectiveness of improving the quality of the project as a whole. The quality of the traditional management idea ignores a quality management core that quality weak links decide the overall quality of engineering project. So it may lead the workload multiplication, but the management effect is limited. In order to improve the management level of complicated large engineering projects, we need to find some new quality management methods with new philosophy and new theory. This paper studies the quality chain management method from two aspects:contractor and process quality chains. The contractor quality chain is formed based on quality connections between contractors and the process quality chain is formed based on process connections between processes. And the quality chain management idea is put forward to try to find and optimize the weak links of contractors and processes.From the perspective of contractor quality chain, in order to recognize and optimize weak links and realize synergy coupling of contractors, the methods of establishing and operation mode of contractor quality chain are discussed. First, quality ability evaluation index system is built from basic quality ability and coordination ability. Then, ANP method is used to determine index weight. Investment efficiency coefficient is proposed to guide the quality chain optimization. To meet the needs of project practice, hierarchy quality chain is proposed according importance. Different important quality chain may implement different optimization strategy. A new quality management game pattern is formed under this quality chain management mode. In order to explore the quality of the reasonable and effective chain management method, this article analyzes the quality of the main chain game responsibility and relationship and expounds the differences of game pattern in quality chain mode. Then, on the basis of the traditional engineering game model, the game model of quality chain is constructed. This paper also provides some management countermeasures based on model results.From the perspective of process quality chain, in order to identify and optimize the short board of process quality chain, this paper studies the chain of process capability indices based on one fact process quality diagnosis method and multi-fact process quality diagnosis method, which can recognize the key process quality chain and find weak links. Because project is made up of different parts having different functions, it should have various optimization philosophies based on the importance of quality chain including structure & safty level, reliable and durable level and decoration level. Traditional quality management and research pay more attention on management and control of key processes. The non-critical processes are received few attention and research. Although non-critical chain process quality is not the key factor affecting the engineering quality, the non-critical processes optimization can moderate balance and other engineering goals. Based on this optimization idea, this paper expounds the non-critical quality chain optimization strategy and multi-objective optimization model.Process is implemented by contractors and it comprehensively reflects the quality ability of contractors. Therefore, these two kinds of quality chain have logical links. In order to enhance application value of quality chain management theory, these two kinds of quality chain can be integrated by information technology. Using the information model, the quality chain management theory of complex large project can be transformed to information system which may easy to practice for meeting the needs of engineering practice. Finally, this paper also discussed the possibility of combination with quality chain management system and building information system (BIM) to take advantage of these two systems.In conclusion, this article provides a new thought of engineering management from the perspective of quality chain management suitable for complex large project quality management. The main conclusions and results are as follows: ゜uilding the contractor quality chain synergy coupling optimization model which is able to assess contractor quality ability and guide the owner to optimize quality and investment; ②Building the contractor game model under the quality chain management environment and giving the quality management countermeasures; ③ Building the key process quality chain and expounding quality chain short plate recognition method. Putting forward level quality chain concept and their optimization principles to improve quality of weak link; ④Constructing non-critical process quality chain and giving optimization strategies with considering working procedure quality and cost objectives; ⑤Integrating contractor quality chain and process quality chain using information technology. Above results contribute to rich quality management theory in the field of project management. Meanwhile, it provides theory and practice reference and encourages innovation for enterprise quality management to improve quality management capability.
