In recent years, China has make urbanization development as a major strategy, and put forward the comprehensive ecological construction, committed to build “beautiful China”. Taking new urbanization road with Chinese characteristics, and improving the quality of urbanization comprehensively have become the future development trend and important economic growth point of China. However, with the rapid increase of the urbanization level, the urban ecological system function became disorder, and brought a series of ecological problems, affected the healthy and sustainable development of cities seriously. How to ensure the high level of human settlements in the new urbanization development will be the major task that we must face and solve.Ecological civilization covers a very wide scope, water resources planning is its important planning implementation part.Water resources is the basic natural resources that human beings depend on and can not be replaced. It is a measure of a qualitative indicator of the comprehensive load and support capability of a country or region. Water resources are natural ecosystems, it is one of the most active and most widely controlled factors in the human social system. As the important part of urban ecosystem, water resources system has the irreplaceable ecology, living, and productive function. Formulation and Implementation of reasonable water resources planning can effectively improve and upgrade the urban human environment in the development of new urbanization.However, water resources planning of many cities not only lack features in the application of theoretical research and methods, but also lack regional and departments effective co-ordination, and particularly can not fully reflect ecological ideas and hold sustainable development intention. At the same time, as the sub term of the overall planning mostly, urban water resources planning is usully just planned for the overall planning of the cities and passive proposed local solutions, although it can affect urban overall planning, but difficult to optimize and protect the water resources scientifically and effectively, can not achieve the real solution to the bottleneck of urban water resources, improve the regional ecological environment, achieve the sustainable development of regional health. That is to say, its limitations are obvious..Facing the huge pressure of ecological environment, new requirements of ecological civilization construction and new urbanization came into being. Using the existing planning system and the old way of water resource planning can’t meet the new urban ecological health coordination development., a new path is needed to make a breakthrough in theory and in practice.based on the results of urban planning, urban ecology and environmental protection planning in domestic and international., this paper integrated the ecological concept and ecology theory into the water resources planning theory, and established a bridge between the ecological planning and water resources, explore the ecological concept to guide water resources planning. The ecological planning downward to pay more attention to the problem of ecological and water resource; urban water resources planning expand to combined with ecological protection, more integrated into the global integration, and in the premise of the construction of ecological security pattern, the formation of urban land use planning to ensure the urban ecological environment quality. Develop the ecological planning’s initiative function, protect the ecological bottom, control the water resources planning in the macro ecological security pattern, change the situation that water resource planning response to the overall urban planning passively.China is a country with much mountainous area, many cities set up at the foot of the mountain basin or hillside. Mountain cities have special character of climate, terrain features, ecological environment, and different situation of water resources distribution and utilization. High mountains and deep places covers large area and has more water resource, places with plain has little water covers small area. In drought and flood period, there are in great difference, high altitude mountains and hilly area has high cost of water resources utilization. From the construction of ecological security pattern, mountainous cities, especially the deep mountain area or hillly area is usually the region which has great founction and target of ecological environment conservation and protection, its ecological environment protection task is very arduous, and soil of mountain area is aquifer thickness, its water retention ability is poor, the ecological environment is fragile, the exploitation and utilization of water resources must fully consider the ecological factors, cological planning concept must be used reasonable, regional ecological environment protection pattern must be safe and reliable.Based on the theoretical frame construction and the request above, this paper deeply analyzed the water resources character of mountain cities, take into account the special social, economic and ecological environment protection needs of the mountain cities, and according to the ecological idea, established the method of water resources carrying capacity evaluation and water demand forecasting for mountainous cities, and put forword the calculating method of water resources utilizing potential and making supply and demand balance with mountainous character, promoted the new theory and methods of intensive and efficient allocation and utilization of water resources in mountainous cities. And use this new theory and mothod in the typical mountainous city of Southwest China, Chongqing City.The innovation of this research is to put forward the theory of ecological water resources planning based on the concept of linking ecological planning to water resources planning, enhance and perfect the existing water resources planning theory; also combine characteristic analysis of natural attribute and water resources distribution of Mountainous City, achieve combination of a new theory and the mountainous City, form new method of urban water resources planning based on ecological idea; what’s more, by using this new method to Chongqing which is a typical mountainous City in Southwest China, achieve the first practice and exploration research, and have a verification of this theory at the same time.Based on water resources planning theory’s practice and perfection, the water resources planning theory of mountainous city which is based on ecological idea is feasible, and its ecological benefits beyond the original effect of water resources planning. The water resources planning concept based on ecological idea not only can improve the procedures and methods of water resources planning planning, but also expanded the extension of water resource planning, make the water resources planning linked to ecological planning more closely by constructing ecological security pattern, and enrich the ecological function of water resources planning.To sum up, the water resources planning theory which is based on the concept of ecological planning of mountainous city has improve the water resources planning theory from practice to theory, and it combining theory also need to be verificated and optimized. The theory itself involves a wide subjects, and its multi disciplinary theory is extended to the concept of water resources planning with ecological idea, need to be enrich and perfect continuously, many of the existing research achievement need to be further optimized and deepen, its theory and mathematical model need to be perfect and profounded by tracking the new theory of ecology, environmental, climate, meteorology, urban science and other science or disciplines. The water resources system should also be built by using G1 S data base, in order to provide a more powerful data support and optimize the water resources system constantly.
