Research On Synergy Mechanism Of Urban Design Management

Modern urban design, as an important tool of adjusting and controlling the spatial environment and improving human settlement of cities, attracts more and more attention of the government, the public and the community of life. The level of urban design management determines the level of construction and development of urban planning, and the efficiency of management has been wildly focused by government, theorists and social organizations. However, in reality urban design faces a series of problems in the practical process of urban design management, such as deficiency of urban design legal system basis, weak theoretical guidance, disjoint of ideal and reality. Therefore under the background of reality, aiming at existing theoretical and realistic problems in urban design management, and following on systematic theory deduction, the thesis establishes efficient, synergetic and real-time theoretical framework of synergetic mechanism for urban design management and proposes method system and practical mechanism of synergetic management of urban design as well as case analysis for solving realistic problems on urban design management, which is based on theoretical and empirical research for establishment of urban design theoretical system.The main purpose of this thesis is to study the follow issues:Firstly, the thesis interprets concept and connotation of urban design management and analyzes complexity of urban design management from objects, subjects and operational process, and based on theoretical analysis of spatial order theory, game theory and control theory, proposes ideas and methods of solving complexity problems of urban design management. Then by virtue of the synergetic theory, the thesis points out order parameter factors affecting the operation of urban design management system, synergetic amplification effect and self-organization rules. On the basis of mechanism analysis, the thesis further analyzes principles, necessity, and feasibility of constructing synergetic mechanism and finally constructs synergetic mechanism of urban design management surrounding urban design management synergetic overall goal, from protecting and constraint mechanism, supporting mechanism, formatting mechanism, and implementing mechanism, which set up a theoretical foundation for subsequent research.Then, on the basis of research on theoretical framework, the thesis further analyzes synergetic constraint mechanism of urban design management, which plays main constraint and regulatory role as measure of urban design management. Via analysis of connotation, it coordinates main experiences and methods of urban design management on legal guarantee and incentive mechanism abroad and proposes innovative strategies and measures aiming at problems such as: deficiency of urban design legal system basis and poor policy of incentive regulation, for the purpose of guilding developing activitives accord with urban design and improving legality and adaptability of urban design.Moreover, by virtue of the analysis of synergetic theory supporting mechanism, the thesis indicates that the synergetic supporting mechanism is the practical basis of urban design management, which is the basic and necessary condition of maintaining synergetic operation for complexity systems. On the basis of analyzing connotation and acting mechanism of synergetic supporting mechanism of urban design, the thesis proposes synergetic supporting basis of urban design management from four aspects: technical standard, organizational management, design teamwork and information technology, and with case analysis, the thesis makes the formation, connotation and acting mechanism of each aspect of synergetic supporting basis explicitly.Fourthly, based on urban design process research, the thesis explicates that the synergetic formatting mechanism is a core mechanism for urban design management, which determines the specific forms, standards and principles of urban spatial management as original sources of urban design management. On the foundation of the analyzing connotation, main features and stages of synergetic formatting mechanism for urban design management, it proposes that synergy of proposal period stresses on synergy between annual plans and important projects, organizational process period focuses on the communication and coordination of the project conceptions of urban design, evaluation and decision-making period pays attention to coordination from contents and forms, results formulation period intensifies the synergy between urban design and urban planning achievements at the macro, meso and micro levels of requirements, standards, to form interoperability results of urban design.Finely, the thesis constructs a synergetic implementing mechanism of urban design management. Upon the cognition of urban design management theoretical framework, it indicates that the realistic and feasible approachs of synergetic implementing mechanism is to couple with urban planning implementing system. With these analysis, it also proposes that urban design management implementation should be coordinated with planning conditions, censorship of planning projects, supervision and planning implementation evaluation to prompt synergetic operation of urban design through analysis of related cases research.
