Research On Constructing The Rural Planning System Framework Of Guangdong

Nowadays, under the urban-rural dual structure as well as regional urbanization, the Chinese countryside is facing serious population, land, economic, society, and environmental problems. Meanwhile, there are also some problems like transition of villages and peasants, conflicts between town and country, etc. However, the current village planning could not resolve these problems. It is mainly due to the incapable and wrong planning tools were used. The root cause comes from the contradiction of political system and society system of the country.The failness and conflict of rural planning in the practice are indeed due to lacking of basic theory of rural planning. Why is there a need to set up the rural planning? What are the forms of rural planning? These basic theoretical doubts has not been systematically studied and discussed. About this, the Britain has obtained rich research experience and mature practice achievement in these years. A complete planning system has been developed.This thesis studies the British and other relevant countries rural planning method. By comparing and studying these methods, it introduces the relevant experience of developed countries to China, at the same time conducts specific analysis on China’s special situation; reviews, analyzes and concludes the theoretical and practical problems of rural planning. By doing this, it forms a appropriate, reasonable, and sustainable framework of rural planning theory system.Based on this framework, this thesis guides forming of the structure of rural planning system of Guangdong province. By analyzing specific problems in urban-rural in Guangdong province, utilizing the result of theory research, the framework has been improved and completed and provides a empirical approach.This research consists of 3 parts:The first part is about the research of basic theory of rural planning in order to form the rural planning system, providing answers on some general questions of rural planning. It brings up 4 core issues to be resolved by rural planning, namely securing the production of food, protecting the ecology system of the region, protecting the historical environment of the village and protecting the development and municipalism of the village. The basic feature of rural planning is regional planning, and the essence of rural planning is protective planning. The protection of rural planning is the responsibility of the country and involved different responsible parties. The achievements of rural planning are various.The second part is based on the basic theory, converting the universal rural planning theory to the research of universal structural framework and then further forms the rural planning system from the basic theory. The different dimensions of village problems involve responsible parties in different spatial scale. By analyzing village problem in different levels and selecting relevant spatial scale, finding their corresponding subjects, contents, forms of administration, this part combines the general theory structure and planning system of rural planning. In this case, a framework of spatial system, subject, contents and requirement, forms of achievement, procedure of formulating and approval in "national-regional-village" different levels of rural planning is formed specifically. This theoretical framework studies the common features of different rural planning system. Not only could it be adopted in Guangdong province, but also be adopted in other provinces with particular research.The third part is some suggestions on forming the rural planning system of Guangdong province practically. By analyzing and studying specific situations of Guangdong province, the framework is adopted on practical application. With the theory models of rural planning, based on the regional level, substantial proposal of target, scale, subject, contents and forms of rural planning of Guangdong province are developed, which form a rural planning system framework of Guangdong province with direction content. At last, the planning type of "urban-rural spatial development strategy" is studied thoroughly, the strategy delimit Guangdong province into 2 areas, each area has different spatial policies, and propose the regional policies and subsidies system of rural area in the direction of urban-rural coordination.
