Since the reform of China open up, conomy has developed rapidly and the scale of highway network has been expanding. Highway transportation is very important to development of Chinese economy. Compared with foreign countries, there are many prominent problems in Chinese underdeveloped areas such as poor traffic conditions, poor road service level and so on. The most serious problem is overloading and overrun that cause pavement diseases and the road service life shorten. In order to control the overload phenomenon, the Ministry of transport has promulgated a number of policies, and weight-calculating charge is one of the effective measures. Since the beginning of 2003, Jiangsu Province has carried out the policy that is weight-calculating charge. The policy has been developed very rapid. Although it has achieved much results, there are also many problems such as the low degree of automation, static or low speed weight-calculating charge for truck that causes time consuming, low efficiency, low weighing system accuracy and reliability, especially the operation of driver is not standardized that often make a fee dispute and toll station congestion.To cope with these problems, this paper proposes a heavy highway intelligent weight-calculating charge system that makes the heavy, fees, overload and weighing effectively together. The system will develop high precision array piezoelectric quartz dynamic weighing system and combine with Electronic Toll Collection(ETC) that make weight-vehicle complete weight-calculating charge in high speed(30km/h) and can ensure that the accuracy of weighing error is within 2%. It can solve much toll station vehicle residence time and improve the efficiency of charging. In this paper, the optimized design of the heavy toll lane of the heavy truck is carried out, and the effect is good through the test field and the field test. The main results of research are follows:(1) through the system research of different types of dynamic weighing technology, research and development of high precision array piezoelectric quartz dynamic weighing system, after the actual test, the accuracy reached 2%, compared with the standard accuracy 5% of existing national dynamic weighing improved 60%and after field verification, the effect is good.(2) the reserch of the long wheelbase trucks recognition coil, communication vehicle control system realizes the high speed truck, car continuous and mixed passenger and freight lines don’t stop traffic control.(3) It proposes the system overload weighing method based on high speed dynamic piezoelectric quartz.(4)the reserch of EWTC system parameters of the system determine the parameters of the width of the EWTC lane, the length of the toll Peninsula, and the length of the dynamic essence. It also proposes the overall implementation of the EWTC system, and successfully passes the actual engineering test.(5) EWTC system evaluation method is put forward, and the capacity and service level and economic benefit of EWTC system and toll station are evaluated.
