With the rapid growth of the world economy and the sharp increasing of vehicles, the existing road cannot meet the needs of economic growth and the increasing of traffic conditions. At the same time, with the development of modern transportation, the state has built some toll stations on bridges and roads relying on loans. With the growing of the number of these toll stations, currently manual toll charging method cannot meet the needs of modern highway management.Electronic Toll Collection System is developed and promoted for road, bridge and tunnel. The implementation of Electronic toll collection can greatly improve the road capacity, reduce the cash management costs, and allow vehicles to pass by at high speed.ETC is conducive to the enhancement of vehicle's operating efficiency, and to reduce the noise level from toll stationentrances and emission. ETC can narrow the size of booths, save the costs of infrastructure and administrative because the capacity has been considerably increased.This paper is based on Jiangsu Expressway Network electronic toll collection systems, combined with the problems of its test running at Su-Jia-Hang Highway. This paper introduces ETC operating service model based on the "two-piece tag & dual-interface CPU card combined electronic toll system"and explain the electronic toll lane's toll operation process.Electronic toll lane system contains the equipment composition and function,the overall operation of lane toll, the operation of special events and unusual event. On these basis,ETC lane type's comparison are mainly analyzed and ETC/MTC hybrid charging model was studied. Traffic lane's control logic and type is proposed for Suzhou City Station.At the same time,the proposal were tested. At last all the work is summarized and the direction of future research is put forward.
