Currently, forest ecological efficiency compensation is a hotspot and focus issue in the field of ecological economics in domestic and foreign countries. Based on the background, the main content of the research includes:(1) According to the economic theories, characteristics of the forests are analyzed in the first section, and necessary theoretical foundation for forest eco-compensation is provided. It is demonstrated that market failure is the main reason which result in the forest degenerate in China.(2) By comparison and analysis, two accounting frameworks based on benefit theory and cost theory are desired and the indexes in the frames are shown, which reflect the complexity of forest eco-compensation issues.(3) After analysis and induction, with benefit and cost theory, a comparison of different accounting methods are made from various aspects, revealing the difference of the results accounting on the theories and reasonable range of the compensation standard.(4)Synthesize the relevant data on compensation sources, compensation patterns, compensation channels, compensation laws, the basic frame.Particular implementation mechanism and supporting scheme of the forest eco-compensation mechanism are specified in detail, aiming for balancing forest protection and utilization. Learning from the success cases on eco-compensation in the world, a specific eco-compensation mode is desired for inhibiting negative externality and raising market and forest taxes means. Incorporating the current forest protection situation in china and existing problems, the ensurance system of forest eco-compensation in china is formulated from the law, resource management and cooperation aspects. (5) Using AHP method. Pearl’s growth curve and CVM method, the data from Yanqing County is analyzed. Meanwhile, the statistics models are selected to verify the rationality of compensation standard and mechanism.The paper is directed by the theories of economics, environmentaleconomics, econometrics and psychology. To be specific, in this dissertation we analysis the property problems and the nature of common goods in the process of forest eco-compensation by economics research, qualify the standard of forest eco-compensation by a case study based on environmental economics theory, the various parts in compensation standard are discussed with econometrics models. Based on psychology theory, it is interpreted that eco-compensation stakeholders play subjective impacts on compensation evaluation.The results of this research embody that:(1) by employing economics, environmental economics and psychology theory, the logic relation among each level of forest eco-compensation mechanism is discussed.Using benefit theory and cost theory as a point of departure, an accounting framework and indexes are desired for different situation,(2) the benefit evaluation and the cost accounting method frame are selected to describe the forest eco-compensation standard method system and compare to show a reasonable scope of compensation standard for the first time,(3) AHP method and Pearl growth curve research method are employed to the resultswith a case study, and the case interprets the rationality of the prepared forest eco-compensation standard range from the benefit and cost points of view.the average length of achievingcompensation is calculated. The major achievements of this research may help to deepen and optimize this type of research.Suggestions of the research include:(1) the compensation standard should be measured separately from benefit and cost points of view. According to the results, the range between the minimum and maximum can be determined more reasonably,(2) the diversification of the ways to compensate should be considered,(3) compensation channels should be offered by a mix mode of market and government,(4) eco-compensalion regulations on legal aid should be produced in succession to promote the healthy development of compensation mechanism.
