Arts And Crafts Enterprises Cluster Development Mode And Strategy Of Government Support

Cultural industries will play a positive role for the transformation of the mode of economic growth in stimulating consumption, and has become a new growth point in the world economy. In recent years, with the support and great importance attached to the government, China’s cultural industry has made rapid growth.Compared to the countries such as the USA, Japan, Korea and some other developed countries, cultural industries development in China lags far behind the level of that in the developed countries. Craft is an important carrier and the main part of the development of cultural industries, sharing a quarter of the culture industry. However, the development of the handicraft industry in China is still in its early stage, and lacks of mature, well-known leading enterprises. Handicraft enterprises are small, scattered, chaotic, which prevents the rapid and healthy development of the handicraft industry. So, what kind of mode should be adopted? What role does the government play in the process? However, theoretical research is not adequate on it. What’s more, it’s a difficult problem in practice, which is urgent to explore and solve in China. Therefore, the research of handicraft cluster development mode and government support strategy from organization theory, technical methods and policy implementation have important theoretical and practical significance.Handicraft enterprise cluster development will be studied in the thesis to discuss handicraft enterprises cluster development mode, its rationality, influencing factors and policy optimization problems. Based on the literature reviews at home and abroad on the crafts enterprise development, enterprise cluster development, supporting the small and medium-sized enterprises from the government, the author analyses the reasonableness of the inspection and the influencing factors on arts and crafts enterprises cluster development mode by means of performance evaluation of empirical research, factor analysis and other methods to offer the basis and reference to formulate and implement the policies for the strategic choice and protection mechanisms.The main conclusions are:First, present study has not yet been involved in research on the arts and the larger defects of the modes of crafts enterprises cluster development are there. Second, it is feasible for handicraft enterprises to take the road of cluster development. The four-wheel-drive mode is proposed based on "market+resource+technology+talented person".Third, the definition of the role with the government support for the arts and crafts enterprises cluster development is given. A new mode of "guidance+service+standardization+support" with the help of the government is pointed out. Fourth, the paper finds better changes have taken place based on the four-wheel-drive mode as an example of Lantian jade from TFP perspective. Fifth it is found that such factors as market demand, government support, property patent protection and other18variables are important factors affecting handicraft enterprises cluster development; Sixth, the government should implement resource reasonable protection and orderly development, the patent brand protection, technology innovations, market service system construction, cultural elements fusion, and more level strategies to support handicraft enterprises cluster development.The innovation of this paper is mainly reflected in:First, it fills the blank of domestic handicraft enterprises cluster development. Focus more on sales, marketing and management, but lack of systematic and comprehensive analysis of the handicraft industry development mode and path selection and awareness. It is the first time that distinct regional characteristics of crafts and the enterprises cluster in the form of small, scattered, chaotic have been studied. The researches will rich theoretical research on the business development of the arts and crafts. Second, a clear definition of the government role in the handicraft enterprises cluster development process is given. The role of the government in different enterprise cluster development process should be quite different. Specific industries role should be judged by several aspects. It also explains the government and industry associations, financial institutions and research institutes, coordinating relations. Third, a new network type crafts enterprise cluster development mode is come up based on "market+resource+technology+talented person". A reasonable test of the model is performed. Fourth, based on the theoretical guidance, assumptions are designed on the basis of the research questionnaire. The first-hand statistics are obtained through targeted large-scale questionnaire survey. Factor analysis, reliability testing and validity testing tools are used to identify and check the factors influencing handicraft enterprises cluster development, which is designed to provide a theoretical reference for the government scientific support strategies.
