With the rapid development of the Chinese economy, the country's comprehensive strength has been continuously strengthened. The material life of the people has been continuously enriched and gradually improved.People have slowly begun to pursue spiritual and cultural life. The proportion of spiritual, cultural, entertainment and consumer spending in total consumer spending has increased significantly, and the consumption structure of China has been optimized and upgraded. Therefore,it is of great significance to study the influencing factors of cultural consumption expenditure. In recent years, the research on cultural consumption at home and abroad has also gradually increased, and a lot of meaningful research results have been obtained, which provides a strong basis for the research of this article. This article mainly introduces the current situation of cultural consumption in China, the development of cultural industry in recent years, and the existing problems of cultural consumption. The most important part is to analyze the influencing factors of cultural consumption in China. This paper uses the cultural consumption data of every province and city in China from 2008 to 2017,uses the cluster analysis method to classify each province and region, and then studies and analyzes the factors that affect each region's cultural consumption through the panel fractional regression model, and finally draws conclusions and feasible suggestions. The results of empirical analysis show that the influencing factors have different influence on the different points(different levels)of the residents 'cultural consumption expenditure in each type of area, and the influence of the residents' cultural consumption expenditure in the unclassified areas is different. The disposable income of residents and Engel coefficient have a significant impact on various regions. The disposable income of residents is the most important influencing factor. The level of education has a significant impact on the first and third categories, while government cultural investment has a significant impact on the first and second categories, and price indices have a significant impact on the first category. The disposable income and educational level of residents have a positive impact on cultural consumption expenditure, and the price index and Engel's coefficient have a negative impact on cultural consumption expenditure. The last part is based on the results of the previous research and analysis, and the effectiveness of the proposal is mainly from the promotion of cultural industry development, government input, marketadjustment and other aspects of proposals.
