Research On Operation Mechanism Of Public Art

Public art has influenced increasingly on contemporary urban culture and hasbeen playing an ever bigger role in it,as a social commonweal public goods andculture welfare offered to the social public by government,it relies on complete lawand policy as guarantee, and it elaborately coordinates all the relevant benefit mainbodies under the guidance of related administrations, and needs to go through aseries of procedures before it operates completely.Under the present artenvironment,newly formed public art has continuously reflected its defects onmechanism and procedures,appears as its deficiency on understanding and graspingthe macro system in the whole operation,and on senses of level and necessarymethods in practical operation, results in things got mixed up when practise of publicart combined with social practice.Therefore,practically and deep researches onpublic art operating mechanism are significant and have to be carried out on time.Observing from the contents and features manifested during the operation ofpublic art,implementing of public art is not just a process of art making, it’s as wellas a process of economic behavior、relation coordinating、and social psychology,and the operation mechanism of public art not only should be restricted by artregularity,it’s also should be dominated by laws of economy and socialpsychology.As a culture interface,public art not only provides the informationexchanges within social groups in both culture and spirit meanings, but provides thematerial interest exchanges and mental status exchanges as well,so the public artmechanism is furthermore based on the observation and grasping of humanitypsychology and motivation.The first chapter inspected a variety of different opinions over the concept ofpublic art and its changing tendency with emphasis,and will define the complicatedrelationship between the level、meaning、effect of mechanism and institution andpolicy.The second chapter mainly deep researches the internal system of the public artoperating mechanism.Firstly makes a rational analysis of the population structure ofthe public art mechanism,clarifies the triangular relationship between themanagement、operator、 beneficiary inside the population structure,plus thecomposition、function、psychology、organizing methods of every populationfactor;secondly teases out the general process structure of the public art operatingmechanism,concisely introduces the contents of general form of every managementprocess;lastly,elaborates on the function and structure of the public art operatingmechanism,then thoroughly discusses the principle、characteristic、function、condition of its driving mechanism and restricting mechanism with related academictheory,and suggests the optimized path for the functions of the mechanism. The third chapter makes comprehensive inspection for themacro-environment,namely external system of the public art operating mechanism.Inthis chapter under the historical background from the formation of the public art andits mechanism, we will thoroughly comprehensively describe the association、guarantee、 promotion、 regulating、 impact of public art and social culturalenvironment、legal environment、cultural policy environment、econemy resourcesenvironment and other system contents,and especially take the effects of <the USAtax law> in promoting American arts and the functions of British and Americancultural policy in adjusting the art as example,to explain the mutual effects andrelations between the public art mechanism and the environments mentioned aboveas parallel system,this can be a reference to the interactive operation of public art andsocial system.The fourth chapter takes the American public art operating mechanism as theobject of observation and reference,puts forward a systematical discussion on thesystem construction、 mechanism function、 mechanism innovation of its artmechanism,points out the ideology and value system hiden in mechanism functionwhich exists as supportive thoughts,and analyzes rationally on the basis of the datacombing,in order to provide technological suggestions to the contents constructionof the Chinese public art operating mechanism.The fifth chapter interprets the present status of Chinese public art operatingmechanism, and specifically evaluates the present public art phenomenon,suggeststhe dialectical thinking opinions over the public art construction,and proposes thecoping strategies for the design、perfection、and optimization of art mechanism.Thischapter also makes comparative inspection for the theoretical relationship betweenpublic domain theory and neoliberalism,proposes opinions over the sociologicalturn of public art for discussion.The sixth chapter is for summing up the contents of this article,and extendsthinkings toward the practical meanings and growing path of public art incontemporary social context.The innovation of this thesis is,it has consistantly studied the public artoperating mechanism from systematical scientifical viewpoints,and stresses on theresearch on the economic behavior and psychological behavior of the relatedobject;makes a deep research on the origin of the public domain theory,proposesopinions over the sociological turn of public art for discussion.This article takes thesystematically structure of the public art operating mechanism as guidance,thenconducts the overall observation and analysis to the internal and external system ofthe public art operating mechanism from the theoretical points of view of relatedsubjects,thoroughly inspected the factors and systems that influences the artmechanism on both the macro and micro level,through the exploratory discussionsover the construction and optimization of the mechanism structures andfunctions,finally builds up the general methodology of the public art operating mechanism from practically、rationally points of view.
