Modern China is experiencing a blossom of urbanization. During therapid development of urban construction, there is a pervasive worry aboutsome abnormal constructions. The analysis of the status quo of publicart in China and the reason for its lagging behind other countries enablesus to understand that it is the imperfection of the operation of publicart and deficiency of the related policy that affect the healthydevelopment of public art, which is seen as an important symbol of urbancivilization system. What is deep inside the surface is the lack of publicinitiative and aesthetic faculties.Internationally, especially in some advanced countries, public arthas been contributing a lot to upgrading the environment aesthetics andcultural quality. The operational system of public art is increasinglycharacterized by publicity, reasonability and systematization. But inChina, it is in a very preliminary stage of making an integrated art policyand legislation through interdisciplinary combination of Management,City Planning, City Sociology, Publicizing, philosophy of Art andEnvironmental Bioethics etc. Therefore, it is necessary to promote thecomparative research on policy and legislation of public art bothdomestically and internationally, by which to provide a systemicknowledge pool for urban administrators and constructors as a referencefor decreasing pities for public art during the process of urbanization.The purpose of this research on the mechanism and management of publicart would be, via deep analysis of the status quo of Chinese public artand the comparison of operational system and administration of Chineseand foreign pubic art, to arouse the attention of the academic andpractitioner circles and facilitate the overall legislation and policymaking in this regard.
