Heritage as a "living fossil" of recording human activity and history trail, which is an important indicator of social development in various periods. Heritage can objectively,truly demonstrate and maintain national cultural heritage,as a valuable non-renewable wealth. However, heritage as a special tourism resources have non-market, scarcity, public, non-renewable, externalities and monopoly characteristics.Therefore, all scholars have to face a huge challenge how to protect their legitimate and effective use. In this regard, especially developing countries lack of related studies about cultural heritage protection and efficient use, which are need to be solved by scholars in the study of the theory and practice problems.Domestic and foreign scholars have done a lot of researchs on the economic value of cultural heritage tourism resources evaluation, but also made some achievements.However, there are still at least several problems need to be solved. First, scholars have conflicting conclusions of the study on cultural heritage tourism resources between use value and non-use value contributed to the total value, if the government and relevant departments to distinguish lack of understanding of the value, which will result in the government and related departments to will produce errors of judgment when make decisions to develop appropriate. Secondly, local governments repair some valuable relics useful will benefit to cultural heritage and economic development, but the local government lack rational knowledge to fixe the value of the relics, additional rarely research in this area.Therefore, it need to research in this area as soon as possible and determine the value of relics restoration from the perspective of quantitative research. Finally, in term of the cultural relics have repaired value, fewer scholars concern about the related investment of its repair costs, maintenance costs, travel expenses and future development gains, which leading to blindness of relics repair. Based on this situation, in this paper use Lushun taiyanggou and Dalian Ling shi Monastery to study,the research focus on the actual contribution of existing use value and non-use value of the total value of cultural heritage tourism resources,on the other hand,a cost-benefit study is applied to analysiz the repair value of lost relics and restoration of cultural heritage. This research not only useful to further enrich and deepen the research and application of evaluation of cultural heritage in the field, but also help the government and the relevant departments formulating relevant policies for the preservation and restoration of cultural heritage.The main content of this research work is completed as follows:(1) The travel cost method and conditional evaluation method are combined to study the existing use value of cultural heritage tourism resources and non-use value of the actual contribution rate to the total value. The results show that cultural tourism resources of non-use value is greater than the value in use of resources, the ratio between both them is about3:1-3:2. Use value of cultural heritage tourism resources from tourism participants and non-use values both from tourism resources and non-participants travel participants. The results show that due to the non-use value of cultural heritage tourism resources is greater than the use value, the cost of restoration and management of cultural heritage tourism resources should primarily come from public funding, such as government tax and other sources, ticket sales should not be used as the main route to scenic reconstruction payback, in order to ensure the effective use of scenic resources. Any blindly raise ticket prices to take the scenic area management approach is not desirable, it is not fair.(2) By using the conditional valuation method to study the relics that have been damaged but still own the repair value. Research shows that three indictors contribute the greatest impact to people’s willingness to pay,including the extent of understand to the ruins of monuments, recreation willing and residence time, but the impact of education and income restoration of relics was not affected significantly. The results showed that people’s feelings and the consumption of cultural relics is the main reason for supporting the restoration of monuments, on the other hand,anthor respondents are lack of emotion to cultural sites who far from repair site, which causing them to repair willingness of cultural sites is reduced.(3) Through applying cost-benefit analysis, a cost-benefit assessment from the views of technology economic and engineering economics starting this Ling shui temple ruins restoration cultural project investment. By sensitivity analysis, analyze the major determinant of social heritage restoration project viability. Research shows that the project has a natural ability to survive, with a reasonable (10%) discount rate, within a reasonable implementation period, NPV of the project is820million, the project IRR was43.65%, indicating that IRR is enough high. In the sensitivity analysis, project revenue is always greater than expenditures,in addition to the extreme cases that the number of visitors and the lowest consumer surplus.
