| With the increasingly prominent role of the cultural industry in boosting economic transformation and upgrading,optimizing the industrial structure and improving the quality of national spiritual and cultural life,the industry has become a strategic pillar industry in many countries and regions.As a new engine to stimulate the economy,the cultural industry has gradually become the main starting point for the government to formulate relevant economic policies.In my country,in addition to effectively boosting economic development,actively developing the cultural industry is also an important foundation for strengthening the confidence in socialist culture,adhering to the direction of advanced culture,and a powerful guarantee for consolidating national cultural security.strength.The vigorous development of the cultural industry in the past two decades has also provided a broad experimental space for deepening the supervision mode of my country’s state-owned cultural assets.From the perspective of central and local reality,government departments,as the leading force in the reform of the cultural management system,are also the main body in the supervision and management of state-owned cultural assets.Therefore,under the new situation,further improving the supervision mode of state-owned cultural assets is not only an important starting point for deepening the current cultural system reform,but also the government actively adjusts its relationship with the market and society,realizes the optimal allocation of resources,further improves its management level,and builds an innovative The fundamental requirement of service-oriented government.In recent years,although the central and local governments have successively issued a series of policies and systems around the supervision of state-owned cultural assets,and have also made some innovations in the management mechanism,due to various reasons,the supervision of state-owned cultural assets is still in the early stage of exploration,and the policy effect If it is not strong,it is still unable to adapt to the new requirements put forward by my country’s high-quality economic and society development on the cultural industry.Within the existing institutional framework and policy provisions of state-owned cultural assets management,through the research on the basic theory and the supervision experience of state-owned cultural assets in relevant provinces and cities,this paper accurately grasps the characteristics of ideology and economic form derived from the "cultural" attribute of state-owned cultural assets.The innovation of this paper is to systematically and carefully sort out the supervision evolution and supervision policies of state-owned cultural assets in Sichuan for the first time.Combined with the "duality" characteristics of cultural assets,using the principal-agent theory,this paper makes a more comprehensive analysis on the supervision mode of state-owned cultural assets under the leadership of Sichuan Provincial Cultural Assets Supervision and Administration Commission,led by the Publicity Department of Sichuan provincial Party committee and the Provincial Department of finance as the specific supervision subject.Afterwards,focusing on the management of property rights of state-owned cultural assets,it made an objective analysis of the remaining four types of problems,such as vague property rights of state-owned cultural assets,lack of supervision subjects,traditional and conservative supervision methods,and lack of assessment indicators and methods for supervision objects.It is believed that the current state-owned cultural assets supervision departments are unclear in their positioning,the system design is not effectively closed,the management mechanism has not been straightened out,and the supervision concepts and methods are relatively conservative.The author focuses on the optimization of government supervision,from the four perspectives of establishing a relatively independent state-owned cultural asset supervision agency,establishing and improving the classification supervision and assessment system,improving relevant legislation,and actively innovating government supervision methods and means to achieve smart supervision.The asset supervision tentatively put forward some suggestions,hoping to provide some valuable references for the management decision-making of relevant departments. |
