In the ongoing process of economic development of China, the existing econom-ic structure of the economic growth in dividends decreased, China’s economic reform has gradually entered a crucial stage, under the international environment continue to impact on our economy, our country rapid economic development has encountered unprecedented challenges. The cultural industries as a new sunrise industry has beco-me the pillar of the economy after the industrialized countries in the global scope, see-ing in GDP contribution of cultural industries and improve the fact China has also sta-rted a series of cultural industry development strategy, our emphasis for the cultural industry is also rising. Due to restrictions early stage of development stage of China’s cultural industry, as well as long-term focus only on the ideological nature of cultural industries in special circumstances, making all kinds of obstacles and difficulties en-countered in the development of cultural industries continue to advance the process.As the core of cultural industries——cultural assets management regime, has become the most important goal to solve the dilemma of development of cultural industries. Our culture of state-owned assets management regime and as the core of cultural assets management regime has become the important target of the reform, the reform of state-owned cultural institutions and asset management operations in the system provides the power of endogenous development for China’s cultural industry. To accomplish this goal, the paper attempts to culture on the basis of state-owned assets management system and operation of the in-depth study, learn from the successful experience of foreign countries, to build our innovative state-owned cultural assets management system and operations.Based on the above background request, we have the following six parts:The first part is an introduction, first the background and significance of the topic will be described, followed by a brief introduction to the idea of the study, the research content and methods of research and technology roadmap, after the study points out the innovations and shortcomings.The second part is to sort out the current research on management system and operation system of state-owned cultural assets, while the concept of cultural industry, state-owned cultural assets, state-owned cultural assets management system and state-owned cultural assets, operating system and so forth.The third part reviews the transformation of the Chinese state-owned cultural assets management and operation system, an overview of the status of state-owned cultural assets management system and operation. First institutional changes were phased review, then a summary of the current situation, the last of the current development of good management and successful operational experience in Beijing, Shanghai, Guangzhou and Chongqing, as the representative of the state-owned cultural assets outlined and evaluated.The fourth part is taking China’s underdeveloped areas of state-owned cultural assets-- Anhui province for example, the problems were summarized and analyzed separately from the perspective of management and operations of state-owned cultural assets of its causes, in order to build a culture of state-owned assets management system and operating system and consolidate the foundation.The fifth part of the management system and operation system of state-owned cultural assets build innovation. Our level of internal and external state-owned cultural assets management level were innovation operations construct.The sixth part is a summary of the full text and prospects for the future. It concludes that the full text of the ideas and content consistency and coherence, after the future of theoretical study and practical development were discussed.
