The paper aims at analyzing the property right which is considered as the core of Cultural Restructuring. Traditionally, the attributions of art troupes are determined by ideology. From a more rational and objective angle, the paper takes arts market into consideration, defining cultural undertakings and cultural enterprises by characteristics of property rights, so that art troupes can reasonably analyze the conditions of property rights in Cultural Restructuring which turns public institutions into enterprise units;can "construct a system and mechanism that is full of vitality, efficiency, openness and beneficial to the development of culture and science to develop the socialist culture."'Inspired by the experiences of State-owned Enterprise Reform, the paper holds the idea that restructuring of art troupes should draw lesson from relevant theoretical achievements and practical experience of State-owned Enterprise Reform in recent thirty years. Based on literature reviews, social investigations and comparative analysis, the paper discusses this topic from four perspectives. Firstly, the paper establishes the property rights concept in the restructuring of art troupes by the intrinsic logic of development of the property rights in cultural products;Secondly, diachrony is carried out between Art Troupes Reform and State-owned Enterprise Reform to explore their similarities. Thirdly, taking the peculiarities of art troupes' property rights reform, the paper explains the basic strategy for restructuring art troupes. Fourthly, concerning the negative and positive experiences of State-owned Enterprise Reform, especially the debates about property rights in academia, the paper suggests that the cultural restructuring should avoid the negative impacts of State-owned Enterprise Reform to reduce the unnecessary restructuring costs of state-owned art troupes.The significance of research is to focus on the institution of property rights when considering restructuring the state-owned art troupes in arts and academia; to study and summarize the current situation and problems of restructuring art troupes through multidimensional perspectives, such as history, practices and theories and to provide the art troupes' reform with a new idea in response to the needs of the growing socialist market economy.
