The earlier stage of Qing Dynasty mentioned in this paper refers to the first half period of Qing Dynasty before the breakout of the Opium War. The Southern Tusi Region indicates the ethnic groups populated areas of southern China, such as present Yunnan, Sichuan, Guizhou, Hunan and Guangxi provinces, in which Tusi System was adopted. This paper focuses on the key areas, such as present Yunnan, Sichuan, Guizhou and Guangxi Provinces, where the reformation from Tusi system into nomination official policy was adopted during the ruling period of Empire Yongzheng of Qing Dynasty, as well as Hunan and Guangdong.The rule of law written in this paper refers to its meaning in broad sense, including relevant national laws, ethic customary law closely related with national law system, ruling system connecting with the implementation of law, national administration regulations, ruler’s understanding, ideology, strategy, practices and optimization in the process of the implementation of the rule of law.Starting from the perspective of the relationship among the national ruling system, the theory of the rule of law and its practices in Qing Dynasty, this paper explores the following aspects:the relationship between the rule of law in southern Tusi region during Qing Dynasty and the reign of Yuan and Ming Dynasty; the implementation of the rule of law in southern Tusi region during the earlier stage of Qing Dynasty; the development of the rule of law in southern Tusi region in different period during the earlier stage of Qing Dynasty; the relationship between the building of the rule of law and the governance in southern Tusi region during the earlier stage of Qing Dynasty; the impact on the rule of law in southern Tusi region caused by the reformation from Tusi system into nomination official policy conducted during the reign of Empire Yongzheng of Qing Dynasty; the adjustment and building of the rule of law in southern Tusi region in Qing Dynasty after the reformation from Tusi system into nomination official policy; the localization of the law system of Qing Dynasty in southern Tusi region; the integration and complementation between the law system of Qing Dynasty and local customary law; the theories of adopting policies according to local conditions and different periods in terms of the rule of law aroused in the process of the governance over ethnic groups in Qing Dynasty; characteristics and historical status of the implementation of the rule of law in southern Tusi region at the earlier stage of Qing Dynasty.According to the sequence of time, this paper takes the whole process of the implementation of the rule of law in southern ethnic group areas, especially in southern Tusi region, at the earlier stage of Qing Dynasty as the research subject. From the perspective of the combination of historic and law science, this paper systematically explores the cause of the implementation of the rule of law in southern Tusi regions in Qing Dynasty, the process of the implementation of the rule of law in southern ethnic group areas at the earlier stage of Qing Dynasty, the development of the rule of law and relevant reasons.
