The eleventh Communist Party of China Central Committee Third Plenary Sessionand sixth Communist Party of Vietnam National Meeting are two milestones marks for the beginning of reforming innovation. From this time on, the Sino-Vietnam economy has entered in a new growth stage. The two countries have maintained a steady and rapid economic growth for over 30 years and got a wide appraise from all over the world. From the world perspective, very few countries can achieve this miracle. Whereas many developed countries had to face the economic crisis, China and Vietnam not only avoided the risks with success, but also the overall amount of Chinese’economy after 2010 financial crisis was better than Japan’s and it became the second world’s economy. How to explain the Sino-Vietnam economic growth? According to the classical theory, neo-classical or liberalism, the achievement of economic growth is the result of the mutual additional factors:capital, labor, science, management capacity. However, those explanations have their shortcomings in interpretation andcontradictions. Example, new economic liberalism has explained intending to the impact of market power factors, Keynesianismhas explained intending to the impact ofgovernment action. Thus, in addition to the above factors, are there other factors that contributes to economic growth? New institutional economics, representative by North has launched new interpretations. He believe an effective system of ownership, delimits and protects regime of state owned propertyas well as the ideology act as three factors of institutional change, the three have a direct impact on economic growth. The ideology (non-political ideology) as important variables of economic growth is undoubtedly a great originality, however, its defect is the relationship between ideology and the state is not significant. Therefore, the Western theory of economic growth has not given a convincing explanation about Sino-Vietnam economy growth. The thesis comes from this standpoint,in new view of ideological factors that affects Sino-Vietnam economic growth.In addition to the Introduction (Chapter 1) and Conclusion, The thesis is structured in 6 chapters with the following main contents:Chapter 2:Basic Concepts definition. Chapter 2 mainly clarify theoretical basis of ideology:theorigin, connotation, functionand establish logical relations between ideology and economic growth. In addition, it also describes theoretical economic growth of the West and also makes clearance of the miracle on the Sino-Vietnam economic growth.Chapter 3:coordinates of history the "take off" of Chinese-Vietnamese economy. In this chapter, the thesis mainly depicts the domestic and international context of China and Vietnam in the 70s,80’s of last century. China spent 10 years of the Great Cultural Revolution that damaged a large quantity of the means of production and spiritual civilization achievements, while Vietnam has experienced more than 20 years divided and under the domination of US imperialists. Poverty, backwardness, economic andsocial crisiscan describe the status ofSino-Vietnam economy in this period. However, during this time, both China and Vietnam have full ofdeterminationof modernization, positive attitude,receiving new trend of the world:the trend of peace and development, the trend of globalization and the modern science and technologicrevolution. And to adapt to these new trendsof the world, comes from the domestic situation, establishing new road, new thinking becomes key to growth in Sino-Vietnam economy.Chapter 4:Sino-Vietnam economic growth and the ideological paradigm relationshipanalysis. This is one of the core chapter of the thesis. In this chapter, the thesis focuses in clarifying the ideological paradigm changes of Sino-Vietnam as the ruling party wills (the will of state). The old ideological paradigm has accomplished its historic mission, under the new context of the times it became obsolete andinconsistent with reality. Therefore, ideological paradigm changes is inevitable. Regardless for China or Vietnam, the transformation of the ideologicalparadigmwas from "the two ideal" as "Revolution fist", "class struggle as credo" (political will), turn to ideological paradigm: "liberating ideology, market fist" "reforming Innovation" "economic construction as the focus". The process of transformation of the ideologyparadigm in Vietnam including: from "dogmatism of Marxism" to "applying creatively of Marxism-Leninism and Ho Chi Minh’s ideas", from "class struggle" to "comprehensive innovation", from "Revolution fist" to "economic construction as the focus". New ideological paradigm liberates the constraints of ideology, encourage bravery to look for new development way, promotes Sino-Vietnam economy better and better.Chapter 5:The process of Sino-Vietnam economic system reform and the ideological orientation. Using ideology to explain the economic growth, we have to put aside some of the contents of ideology, and focus on the basic idea of the party and government’s guiding ideology which forms the ideological pattern. That is to guide the reform of economic system and the ideological concept of the whole process of reform. From planned economy to market economy, ownership regime to the regime of distribution, economic reforming has been implemented under the leadership of the party and the state. The entire guideline and policies are in compliance with ideology. New ideological paradigm represent the will and interests, is the crystallization of the wisdom of all people throughout the country.Chapter6:Analysis of the relationship between ideology and political environment in Sino-Vietnam economic growth. Unlike the Soviet Union, Eastern Europe, Sino-Vietnam’s reform is conducted in anin stablepolitical and socialenvironment. Stability becomes critical condition of Sino-Vietnam economy. On stability-reforming-development, the relationship of the three factors become continuousinterest of the two countries, "development as goal, reforming (innovation) as motivation, stability as the premise" are the most basic experiences in the rapid development of Sino-Vietnam economy. Development becomes the target of the national strategy, a manifestation of the concept of "economic hub". Reform maintain the foundation base of socialist regimeunder the premise of conduct the whole reforming direction, as the point "Revolution first". The steady development is the will of the country on behalf of the fundamental interests of all the people.Chapter 7:The traditional motivation of ideology in Sino-Vietnam economic growth. The concept of ideology is not only considered as the will of the state in political ideology but also including traditional culture, value and traditions. The following factors also form support columns of the ideological factors in stability of Sino-Vietnam economic growth. Under the influence of Confucian culture, China and Vietnam have formthe sametraditional values:reverence, harmony, focusing education, saving hardworking,respected family, etc. Values are not only important for social stability, unity of ethnic groups but also for economic growth with labor resources and capital accumulation. Patriotism spirit of Confucianism and organizational values make people not only have faith in will of the government and the strategic people, persistence of socialist regime in social organizations, but also based on the concept of harmony. Cultural traditions difference between Western and China-Vietnam, the different choice of transition way with the Soviet Union and Eastern Europe is the secret of different result.In summary, leaving the immaterial growth factors, the ideological factors can not provide a convincing explanation for the rapid economic growth of China and Vietnam. The transformation of the will of the party and state pattern of ideology is a major factor in the rapid growth Sino-Vietnam economy.
