The Research On Institution Change And Model Innovation Of Inspection In China

Administration supervision is an important aspect in modern administration management, and it is a specialized institution to inspect administrational action. The situation of administration supervision reflect administration running state, meanwhile, it play an important role in improve administration, advance efficiency, rule and control administration power, avoid power abuse and corrupt. With the development of modern government, administration supervision will become more and more important in maintaining administration system steady operation. In this paper, we research inspection institution that is a part of administration supervision. The inspection institution that is a specific supervision institution has particular functions in political and administration activity, and it is one of the important achievement of reformation and development of administration supervision. Inspection institution mainly means to inspection inner-party (Communist Party of China, short for CCP). It is because that inspection institution has already presented the new characteristic and the new tendency. Inspection institution is not only the incorrupt government supervision to party cadre or party member but for supervision the efficiency of public administration, responding the public problem, predicting the social crux and feedback the civil society. Meanwhile, inspection will try to transfer traditional inner-party inspection to an innovation way that will eliminate the communication barriers between local government and center government, collect social opinions and civil preference.The basic content contains nine chapters in this paper:The chapter one is introduction that discusses the background and research meaning, on the basis of reviewing research current situation in China and Western, point out the research thought and innovation. The main chapter of this paper is from chapter two to chapter eight. The chapter two aim to comparative study between ombudsman that is used in Western and inspector that is used in China. Ombudsman institution tries to compromise the active field between citizen and government, and finds a way to solve specific case for citizen in a "big government’". The experience of ombudsman institution will provide some enlightenment for inspection institution. The chapter three reviews the history change of China, and summarizes the characteristics from Chinese ancient, Chinese revolution and construction period to reform and opening up period. This chapter offers theory interpretation for development path of Chinese inspection institution. Chapter four collects typical case form the inspectional work, and interviews the participants during the inspection. Based on the information collection, this chapter forms fundamental state of inspectional work and summarizes relevance influence factors. According to the conclusion of the case study, this chapter put forwards a model research framework of inspection institution. Chapter five analyses the advantages and disadvantages of inspection institution, and raises its institutional superiority, dilemma and critical behave. According to model research framework, Chapter six to Chapter eight research the content including basic relationship, mechanism and method of inspection institution. These chapters shape the theory analysis and theory conclusion of inspection institution. Chapter nine is research conclusion and prospection of future research.This paper applies history comparative and system research methods for discussing development, operational mode, method, work objective and main effect of inspection institution. Though case study from practical work, we further research inner mechanism of inspection institution and summarize the key inside and outside influence factors. At last, though researching basic relationship, operational mechanism and accomplished method, we conclude theory framework and basic content of inspection institution model. The research of this paper is a comprehensive conclusion for inspection institution, meanwhile, raises the path of model innovation. This paper has theory and practical meaning for Chinese inspection institution.
