Research on supervision system has always been a heated topic for academic studies, however, when it is located with China’s practical conditions and in the office of the Chinese Communist Party, how to establish a set of scientific and effective supervision mode which fits the party situation, suits the national conditions and reflects the basic laws of supervision requires further exploration and test in practice. The discipline inspection and supervision accredited institutional management system reform is an important step to be taken towards this direction. Deepening and improving the structural reform of the discipline inspection and supervision accredited institutional management system is not only about significant changes in the settings of discipline inspection and supervision organization and personnel management mode, which is conducive to enhancing the performance of the specialized supervisory authority of discipline inspection and supervision within the Party, it is also the local reform of the discipline inspection and supervision system, which plays an important role in the improvement of the inner-party supervision system. It is the original intention of the reform to enhance the independence and authority of the accredited institutions in the exercise of the supervisory authority. The discipline inspection and supervision management system is fundamentally determined by the leadership of the party system and the country’s political system, thus, its reform and improvement is involved in the process of political reform, and the management system reform of accredited institutions at all levels have shown gradual, phased and exploratory characteristics to a large extent. As a local exploration and try, the reform and improvement of the discipline inspection and supervision management system has been steadily put forward in a top-down manner, which made certain contributions in strengthening and improving the inner-party supervision. In the reform practice of all levels, there are mainly two types of system management mode, namely, point to point accredited institution mode and surface accredited institution mode. Wuxi City in Jiangsu Province combined the two modes on the basis of multi-comparison and benefit-taking, making it a unique example in the accredited institutional reform, forming up distinctive features. So far, it is still difficult to draw a conclusion on which approach is more effective, however, the Wuxi reform model has actually theoretically overcame the weaknesses of the other two modes, reflecting active and steady reform strategy, which may become the development direction of the reform of the unified management of accredited institutions. This paper adopts theoretical analysis, system analysis and case analysis method, and makes a comprehensive analysis on the reform of the discipline inspection and supervision accredited institutional management system, especially the reform of institutions in Wuxi and its achievements. This paper focuses on practical application, takes the theories in design of systems and innovation as the theoretical guide, and comes up with workable opinions and suggestions on deepening and improving the accredition management reform in Wuxi from the aspects of perfecting overall reform design, promoting work mechanism innovation, and strengthening the supervision of inner-party oppositions, in order to effectively enhance the effectiveness of the specialized work of Wuxi discipline inspection and supervision office, and offer demonstration and reference for reforms in a larger scope.
