Study On The Executive Ability Of Local Government Under Eco-regional Governance

Since the Reform&Opening up policy, China has made great achievements in various aspects. Meanwhile, environmental pollution and ecological damage are getting more and more serious. Among the reasons for this ecological problem, the poor executive ability of local government under Eco-regional governance stands out day by day. It not only affects local government’s administrative efficiency, but also undermines the local government’s image and credibility. It not only causes enormous economic losses to China, harms the sustainability of economic and society development, but also creats unstable factors to the society. Therefore, the analysis on the executive ability of local government under eco-regional governance is greatly needed.This paper focuses on the core issues about the executive ability of local government under eco-regional governance. Using the literature search methods, system analysis and other research methods, the paper collects and analyzes relevant research books, academic journals, government reports, legal texts, environmental bulletins and statistical yearbooks and other information, integrated by the particular cases of the inefficiency in the executive ability of local government in China, conducting a preliminary theory on the executive ability of the local government under eco-regional governance. It also summarizes the current situation and problems, the structure and elements, environmental variables and other aspects about the executive ability of local government under eco-regional governance, upon which the research about the evaluation system of the local government’s executive ability under eco-regional governance is conducted. Meanwhile it gives a deep analysis of the major reason resulting to the poor executive ability of local government under eco-regional governance and the corresponding policy recommendations in the administrative system, cooperation mechanism, cultural, institutional accountability, and other aspects to improve the executive ability of local government under eco-regional governance.First of all, the concept of local government and the executive ability of local government has been defined and traced back in this paper. Combined with the definition of the executive ability in Business Management, Administrative Law and Public Management, it determines the study paradigm and the theoretical tool to analyse the executive ability of local government under eco-regional governance. To examine the executive ability of local government under eco-regional governance, the governance theory, the new system of economic theory, business management theory and regional development, regional cooperation and regional competition theory are used. This paper sums up the grim situation confronted by China’s eco-regional governance, combined with the role which government plays in the eco-regional governance, to summarize the current problems in the executive ability of local government under eco-regional governance in China. And this mainly reflected in the following aspects:the poor implementation by executive officers; absence of scientific and normative during implementation and the lack of execute resources.Secondly, it analyzes the structural factors affecting the executive ability in the local government under eco-regional governance. An overview of the analysis on the constituent elements of the executive ability in the local government in the academic field is given firstly. And it draws the conclusion that the four key factors affecting the executive ability in the local government namely the administrative body, administrative systems, administrative resources and the administrative environment. Then it summarizes the impact from the contents of the local government executive ability factors, the main factors, cultural factors and other aspects. The main factors affecting the executive ability in the local government manifest itself in the interest of the implementation body, the quality factors, and the concept factors. The executive ability of local governments under eco-regional governance is a system of various levels:it contains the establishment of ecological management values, the installation of ecological management systems, the development of eco-industrial and economic governance and the requirement of the local governments to have a wide range of administrative and implementation capacity. From the perspective of cultural factors, the decline of traditional culture and the wrong achievement perspective are also detrimental to the ecological governance.Thirdly, in the course of eco-regional governance, it is necessary to attach great importance to the external political environment, so is the analysis of the great impact of the environmental factors on the regional ecological management. To analyze the environmental of the eco-regional governance in China, this paper elaborates from five point of views, including the primary variable intergovernmental relations, the reality variables of relationship between economic and social, the history variables of the relations between officials and public, the special variables of the relationship between the party and the government, and the exogenous variable of the experienced in developed countries. Through analyzing the necessity of assessment for executive ability of local government, the related factors and the problems in evaluation system, it requires a scientific and accurate evaluation system in order to improve the executive force in local government under eco-regional governance. Only on this basis can we progressively identify the reasons of poor executive ability of local government.Finally, the paper argues that the fundamental causes giving rise to the poor executive ability of local government under eco-regional governance lie in the following aspects: excessive competition among the local governments under the misleading of GDP performance-oriented concept in economic development; lack of regional development, inter-government cooperation and the concept of diversified management; prevailing local protectionism ; lack of accountability in local government under eco-regional governance can not guarantee the upgrade of the executive ability. These four factors have seriously hindered the executive ability local government under eco-regional governance. Therefore, the paper elaborates on improving the current executive ability of local government under eco-regional governance from the following aspects:To the system aspect, the paper emphasizes the need to deepen the reform of administrative system, adjust the levels of local government institutions, especially the environmental protection department to establish an effective implementation and monitoring mechanism, speed up the information level of administrative management in ecology to establish an coordinated and efficient government operation mechanism and a mechanism for ecological compensation.To the mechanism side, it discusses the need to establish and improve regional coordination development, inter-government cooperation, diversify management mechanisms, install regional law enforcement agencies, to optimize executive ability flow, build up inter-government coordination mechanism, improve the official assist mechanism during the enforcement of environmental law, and establish a joint inter-administrative regional environmental enforcement coordination mechanism. To the subject factor, it studies the need to increase the ability of staff at all levels of government and the quality of the administrative body, cultivate the sense of responsibility and improve the implementation ability of the executives, develop the creativity of the personnel, and continuously improve the capability of the executive management.In terms of culture, it talks the necessity to strengthen the culture of eco-regional governance and the concept of ecological management in the environmental protection department and local government. We need to enhance the education in eco-ethics and shape the ecological management culture among other social groups.As to the accountability, it highlights the need to establish institutional accountability system for ecological governance. A regular supervision on the current behaviors neglecting or even damaging eco-regional governance is in urgent need, and the same applies to an establishment of the ecological accountability system to judge the government’s ecological responsibility. Therefore, the executive ability of local government can be guaranteed institutionally.
