Research On Local Government Executive Ability In China

On March5,2006, in the fourth session of the tenth National People’s Congress, thegovernment work report once put:"setting up and perfecting the administration accountabilitysystem, and improving the execution and credibility." In the11th National People’sCongress, in the fifth conference, the government work report has clearly put the requirementof "accelerating government reform". Prime minister wen jiabao has said that some localitiesand departments has the problem of command is not free, inadequate enforcement of thesevere problems.China has an extensive territory, it was classified as province, county,township in order of levels, whether the large numbers of Local governments at various levelswith complex relationships are able to implement the central government’s policies anddecrees effectively or not become a common concern problems, In this context, this paperattempts to do a more systematic study and exploration of the execution of the localgovernments. Firstly, the article explains the meaning of the local governments in China, aswell as comparison with the federal state of local government. The author focus on theexecution of the local governments in China, which includes the meaning of the execution ofgovernments, the execution of local governments, the influencing factor of the execution ofgovernments and the measurements of the execution of governments.Then execution status quo of China’s local governments including the achievements andthe main problems of the developments of the execution of governments in recent years aredescribed, and the reasons of those problems were analyzed between the four levels of therelationship between the central governments and local governments, the party and thegovernment, inter local government.Finally, some very useful and realistic significant western theories which includespolitical science with new institutionalism, the theory of public choice theory, the logic ofcollective action, good governance theory as well as case revelation, on the basis of thesetheories, the author make a Searched Analyzes on how to improve local governmentexecution, especially on how to improve the balanced mechanisms of interests, and on how tostrengthen the executive body, optimize the means of implementation of the localgovernments and improve the oversight mechanisms.At present, our country`s local government executive power still has a distance with themodernization construction and the construction of socialist harmonious society. Therefore,to improve the execution especially the local governments which close to the masses, and resolutely to law and establish a legal government and responsible government, maintain thecentral authority, promote social fairness and justice, and realize the power for the people, thisis conform to the trend of the times, and also an important measure of the superiority ofsocialism.
