Rural Community means the rural grass-roots social life community consists of group of people from certain regions who are implementing the common social management and services in accordance with similar production and life style, which is the basic carrier for the construction of rural society. Fundamentally speaking, the construction of Rural Community namely is playing the guiding role of the Party and playing the principal role of rural residents, proceeding from the local reality, improving community management, developing community services and prospering community culture to meet the increasing material and cultural needs of rural residents.With three decades of reforming and opening, the economic structure of China has undergone profound changes. Focusing on balancing urban and rural development and speeding up the construction of Rural Community, the Sixth Conference of the Sixteenth National Congress of the CPC proposed the construction of "the production developed, the life ample, the local custom civilized,the village accommodate, the management democratic" as the goal of the new countryside, which has written the new chapter for the development Rural Community and had great and far-reaching significance for the construction of the Socialist Harmonious Society.The proposition of the important thoughts in the Sixteenth National Congress of the CPC has provided the ideological and theoretical basis for the construction of Rural Community, and the economic development of Qingdao municipal has provided the material basis for the development of Rural Community; The growing material and cultural needs of farmers has created the extensive mass basis for the construction of Rural Community. As the community construction of Qingdao municipal started in1996, Qingdao is one of the pioneer cities to carry out community construction all around China. Under the correct leadership of CPC Qingdao Committee and Qingdao Municipal Government all the time, the community construction has been promoted in an all-round way. In2002, Qingdao has been named as the first group of "National Model City for Community Construction" by the Ministry of Civil Affairs of China. In2007, the First National Rural Community Construction Forum was held in Qingdao municipal, and the forum has summarized and promoted the experience for developing Rural Community Construction. In2009, Qingdao municipal first introduced the "Qingdao Municipal Rural Community Construction Evaluation Criteria (Trial)", which evaluated the Rural Community Construction in the comprehensive and detailed way from the digital and quantitative point of view.Based on the issues about Rural Community Construction of Qingdao Municipal, the thesis studied the issues and proposed the necessity to carry out Rural Community Construction. Firstly, the rural community-based management model has the objective requirements for the cancellation of urban-rural dual structure; secondly, the expansion of city scale has the requirements for the realization of socialized rural management; thirdly, Rural Community Construction is favorable for training high-quality lower-level officials.The thesis concluded the achievements of Qingdao municipal in the fields of Rural Community Construction. Firstly, enriching the culture of Rural Community through the implementation of the activities including "three into the countryside" and "four into the villages"; secondly, improving the rural compulsory education system continuously, and advancing rural education actively; thirdly, promoting the reform of rural health care system, and achieving the overall coverage of rural health care system; fourthly, carrying out new rural old-age insurance system, and establishing perfect security system in Rural Community; Fifthly, gaining remarkable achievements in the construction of rural infrastructure, and improving the living environment of rural life effectively.In the research process, the thesis studied and learned from the experience from the developed countries and the advanced domestic areas in the fields of Community Construction, and summarized and constructively proposed the "6+1+X Rural Community Construction Model of Qingdao municipal", which is referred to as "Qingdao Model"."6" represents the comprehensive implementation of "Six-type Community", which means "Management type","Autonomous type","Materialized type","Service type","Civilized type" and "Security type"."1" represents focusing on the development of one pillar industry based on the industrial situation of each community and combined with the "One Village One Product" Project;"X" represents the unique community services implemented by the communities according to their respective current status. Generally speaking,"Qingdao Mode" means paying close attention to the economic development of community on the basis of the construction of "Six-type Community", and consequently implementing the unique community services by the communities according to their own characteristics.Utilizing the related theories of sociology and management, through the empirical analysis of the construction of Rural Community experience of domestic and foreign countries and areas, aiming at the specific issues identified during the research process, the thesis proposed the "Qingdao Model" for the construction of Rural Community, which has important practical significance and guiding significance for the construction of Rural Community in the similar areas in China.
