Investigation Report On The Implementation Of Community Correction In Qingdao

Community correction is an important non-custodial penalty enforcement system,which is a humane and economical way to deal with offenders under the ideas of humane punishment and social execution.The Amendments to the Criminal Law of the People's Republic of China(?)of 2011 clearly stipulated community correction of offenders sentenced to control,probation and parole,marking the establishment of a legal system for community correction in the China and laying down an important foundation for the reform and improvement of the penal enforcement system in China.It marks the establishment of the legal system of community correction in China,and lays an important foundation for reforming and improving the execution system of penalty in China.In the third Plenary Session of the 18th CPC Central Committee,it was pointed out:"Abolishing the system of reeducation through labor,perfecting the punishment and correction of illegal and criminal behavior,and perfecting the community correction system",which means that community correction is paid more attention in our country.But at the same time,the community correction work in China started relatively late,and some of the practices are mostly used for reference to the foreign community correction system,and the development of community correction work in China from the formal pilot to now more than ten years,due to the lack of effective,unified legal norms,and the long-term formation of the concept of obstacles,and other problems,community correction.The development in our country is relatively slow.Therefore,there is an urgent need for the development of community correction in China.In order to give full play to the role of community correction,this paper,through the combination of the theory and practice of community correction,analyzes the community correction in Qingdao as a case,using the methods of literature,questionnaire,interview,comparative analysis,and so on,to conduct a detailed survey of the community correction work in Qingdao.This survey has multiple purposes:first,a comprehensive understanding of the situation of community correction in Qingdao,on the basis of which the problem of community correction in Qingdao is found.Second,through investigation,it is also the process of constantly promoting community correction to the public to help the public understand the community correction system and guide the people to see the community correctly.The correction work and the community serving prisoners,and then promote the public to participate in the construction of community correction system;third,through the investigation and research to strengthen the connection with the local judicial institutions,and improve the ability to combine theory with practice.The report is divided into four parts:the first part is the introduction,which introduces the background,significance and purpose of the investigation,the time and method of investigation,the innovation and deficiency.The second part is the current situation of community correction in Qingdao.On the basis of introducing the work of community correction in Qingdao,it is mainly to community corrections workers and community prisoners.The questionnaire data of the members and the public are analyzed.The third part is the problems and reasons for the community correction in Qingdao,which mainly exist in five aspects:the penalty punishment is low,the work connection is not smooth,the correction team is lagging behind,the management education mode is single,and the procuratorial supervision system is not perfect.And on this basis,the reasons for these problems are analyzed:the lack of unified community correction,social participation is not high,the lack of effective information communication,and community correction management system is not perfect;the fourth part is the proposal for the community correction work in Qingdao,the third part of the existing problems,combined with foreign community correction The suggestions of strengthening the law enforcement power of community correction,strengthening the joint and cooperation between departments,strengthening the construction of corrective work team,innovative management education and perfecting the procuratorial supervision system are put forward.Finally,through this investigation,we try to make certain contributions to the development of community correction in Qingdao.
