The Research Of Rural Community Construction In China

China is a large agricultural country. The "Three Rurals" is an important issue because of the long existence of urban-rural dual structure system. It's the most important task for rural economic and social development of China to solve the problems of the rural areas, agriculture and farmers. Since the task of construction the "new socialist countryside" was proposed at the Fifth Session of the Sixteenth Central Committee of the CPC, the rural development has been carried out rapidly across the country. Especially, the rural community construction is an effective way to promote the development. Furthermore, it can also speed up the process of urbanization in rural areas, promote integrated development of urban and rural areas, and coordinate the governance of urban with the rural social development. Rural community is an effective carrier to consummate villagers'autonomy and to expand democracy. Also, it's the internal need to improve the degree of farmers'living conditions and the civilization.Rural community is the inevitable choice for the transformation of government functions with the development of market economy and civil society matures. However, because of China's market economy and civil society does not achieve the degree of self-management, and also China's rural community construction is also at the exploratory stage, there are some problems in the process of construction rural communities. The research of rural community construction in China becomes inevitable.Current studies of rural community construction mainly carry out from these aspects, for example rural governance, the scope of rural communities, community management of urbanization, rural community model, the foreign experience of community construction and so on. But the theory of rural communities and the practices of rural community separate from each other. The study of rural communities lacks a more systematic and comprehensive analysis. Therefore, this thesis is trying to make a systematic analysis to the typical problems which appear during the rural community construction. Then, find out the crux of the problems and put forward a plan to solve them. The whole thesis is divided into three parts The thesis is divided into three parts:In the first part, the rural community construction is defined. Through defining the concepts of rural communities and the rural community construction, the author proposes the main tasks of rural community construction, and analyzes the conditions and motivation of the construction. The most important is that, who are the subjects of the rural community construction and what role each of them should play is analyzed.In the second part, the problems in the rural community construction are classified analyzed. Based on reviewing the practice of rural community construction, the author summarized several models of community construction in rural areas. Besides, the problems are stratified analyzed from two different levels:the external system environment factors and three internal construction subjects.The third part gives us the solutions related to the issues in the second part. First of all, improve the institutional environment of rural community construction, so as to provide good conditions for its development. Meanwhile, respect the peasants' will, mobilize their enthusiasm, and truly let them play the leading role in the development.
