The Research On Problems And Measures Of City Community Mediation In Qingdao

Mediation is a dispute resolution activity, known as “the flower of the east”, whichis rich in Chinese cultural connotation. City community mediation, the subject of thispaper, was gradually set up in the early1990s with the development of communityconstruction and community service. Community mediation, as a activity ofself-governance by city residents to solve community dispute, is an important part ofcommunity governance in China which deals with frequent basic dispute amongresidents. It plays a crucial role in community harmony, regarded as “First line ofdefense” to ensure social justice. The idea and practice of Qingdao communityconstruction was called “Qingdao Mode”, and city community mediation, as anindispensible part of Qingdao community construction, made contributive forcommunity harmony, at the same time, also had its problems. This thesis investigatedabout10communities and took Xingfuyuan community in Qingdao as main object. Itdiscussed the main problems of Qingdao city community mediation and tookappropriate measures. This paper consists of6parts, as follows:Part I, Introduction, introduces its background, academic and realistic significance,researching thought, methods and probably innovation.Part II, Literature review, combs both domestic and abroad literatures oncommunity mediation, which will lay the foundation for the rest sections.Part III analyses the necessity of presently implementing city communitymediation，defines some related concept about city community mediation, and sketch itscontents in order to straighten up the ideas below.Part IV conducts survey in10communities in Qingdao generally, and takesXingfuyuan community as main research subject, according to the containing aspects ofcity community mediation. It discusses the current situation of Qingdao city communitymediation with the methods of interview and questionnaire, and summarizes itsexperience which can be continued and learn from.Part V reveals the problems of Qingdao city community mediation from twoaspects--internal issues and external environment, and tries to analyses the reasons thatcaused these problems.In Part VI, some suggestions are given for improvement in Qingdao city community mediation, and in the hope of promoting the development of harmoniouscommunity.
