The term of middle power is based on the concept of medium-size state, which inthe different international political context has been given a different politicalmeaning. The earliest origin of the concept of medium-size states can trace back to theRenaissance Italian city-states system, in the subsequent centuries some Europeanpolitical scientists have the writings about exploring the issues of medium nation, andgradually begin an awareness of pulling out the concept of middle power frommid-level state theory. After Second World War the international configuration hasundergone significant changes, with rising in the war, Canada creatively puts forwardto the new concept of middle power according to their strength characteristics andopens the theoretical study of middle power. With the constant diplomatic practice,the nature of middle-power ideas continuously development, and the environment ofinternational system historically changes, which gradually forms the nation type withspecifically referring to frequently using some kind of foreign policy and certaininternational activities, depicting the emerging independent strategic image.After the Cold War, the strategic value of middle power for the internationalcommunity as the existence of physical form increasingly apparent, which is verydifferent from the past era regardless of the level of activity or sphere of influence,middle power eligible for re-painting the international geopolitical territory as a newrising power. Entering into the21st century, with the rapid development of emergingmarket countries, in a number of developing countries enter the ranks of middlepower, the connotation of middle power change, the meaning of the rendering objectextension, as a group the weight of middle power on the international configurationincrease, and gradually become an important force on the world stage. The financialcrisis causes the emerging countries the influence of international political andeconomic affairs grown, in the list of emerging countries in addition to China, Russia,India, Brazil, including other middle powers, such as Mexico, South Africa, Egypt,Indonesia, Turkey, Argentina, Nigeria, Saudi Arabia, Iran, Pakistan. These emergingmiddle powers and traditional middle powers together constitute the contemporarygroup of middle power, and rise to an important force of participating in andinfluencing the international system of top-level design. Although at present the great powers is still the main body of the international system, especially for the Western,dominate the development direction of international affairs, the rise of middle powerdoesn’t completely change the basic hierarchical structure of international politics, therole of middle power greater reflects on advocating reform rather than breaking theexisting international order, adapting to the evolution of the international situation andcoping with the international community facing serious challenges. Without a doubt,the strength growing and the scale expanding, the trend of middle power joining thecenter of world stage is on the horizon, the power structure of the internationalcommunity changes from the vertical triangle of cold war into the diamond, thedistribution of power experience the central contraction expansion into focusing onthe edge of the diffusion. With the development of globalization and the emergence ofglobal issues, middle powers more and more get together, relocating foreign policyand turning into the participants, amendment and makers from the international orderfollowers, opponents, revolutionaries.Since the reform and opening up, Chinese diplomacy has entered into theimportant historical period of great adjustment, great changes and development, thediplomatic philosophy, scope, content, methods and many aspects have undergonebasic changes. At beginning of the21st century, with a steady high-speeddevelopment, China’s comprehensive national power have been significantlyenhanced, whose international status and influence rise and the ability to participate inglobal governance accordingly increased. China’s diplomacy once again carried outstructural adjustment and level correction, and clearly continued to improve anddevelop relations with developed countries, strengthen good-neighborhood friendshipand solid peripheral, enhance solidarity and cooperation with the Third World, andactively participate in multilateral diplomatic exercises, thus forming the currentforeign policy layout which is widely obtained, embody the theory and practice,reflect the consistent of principle and advocate. With the guidance of the currentdiplomatic layout, China’s diplomacy has got tremendous achievement, but these is noclear and proper position for giving middle power from the presentation of largecountry, surrounded nations, developing countries, multilateral arena, which in someextent limits china’s diplomacy to seek higher level of breakthrough. Therefore Chinaneeds to addition the subjects of middle-power diplomacy with keeping the originalbasic framework, increase the weight of middle powers in foreign policy, promote middle-power diplomacy to expand as an independent unit, so that it can play the roleof distinguishing from great power diplomacy, taking care with the surroundings,covering the developing countries, and broadening the multilateral arena.From the context and structure of textual, the full text wholly consists of threecomponents, Namely Lead, Body and Conclusions. The part of lead mainly introducesthe aims of my thesis, background, research review and research methods, whichpoints out that the starting point of research in this paper is middle power, but theend-result is China’s diplomacy, that is the visual angle of the rise of middle powers tocut into the interaction relations between the Chinese diplomacy layout and thecurrent international situations, so the adjustment of China’s diplomacy layout withthe environment of the rise of middle powers is the final destination of. The part ofbody is the main content of this articles, the basic framework can be divided into threemajor sections. The first one and two chapters belong to the first section, whichcombs and induction the origin and evolution of middle power theory, by reviewingthe seeds of the concept of middle power, the initial development of the maturingprocess, and selects and defines the new century middle power in accordance with thecriteria and characteristics of the times. The third and fourth chapters in the middle ofthe paper belong to the second section which mainly discourses in the internationalsociety of great powers mastering, the functions of middle power is always limited.But entering into the21st century, with the strength increasing, middle powersbecome the important force of deciding international system trend and rising for themaking ruler of the world game, advancing the function in international and localaffairs. From two aspects of the international configuration and the internationalinstitution analyzing the change of the international geopolitical territory with therising of middle power, results in the international system fundamental change. Thelast five and six chapters belong to the third section, which resolve a logical linkbetween the middle power group and the adjustment of Chinese diplomacy layout,and consider that there is no position in our country’s present diplomacy layout,therefore our country needs to adjust our diplomacy layout which is fit for thechanging international situations. The part of conclusion affirm the significance of thethesis, and clear that the Chinese diplomacy layout should appropriately introduce themiddle power settings, and expectedly outlook the future status of international andsituation after china adjusting diplomacy layout.
