A Research Of South Korea’s Middle Power Diplomacy From The Perspective Of Regional Basis

Since the end of the Cold War,successive governments of South Korea have been committed to shaping the status and identity of South Korea as a middle power in the international community,so as to expand its influence and advantage ability.However,South Korea’s global diplomatic energy of middle power has always been constrained and restrained by Northeast Asian regional issues and many major powers,and it is difficult to ignore the influence of its regional relationship network,power structure,power contrast and regional geographical location,which highlights the constitutive role of regional level on middle power diplomacy.In order to evaluate and discuss the factors at the regional level and the related performance of the foundation,this paper summarizes the connotation of regional foundation for middle powers based on the existing studies and through the viewpoints of comprehensive material strength,conceptual cognition and social network,defines the comparative allocative resources and authoritative resources within the region provided by regional basis for middle powers,and then puts forward the indicators to evaluate the advantages and disadvantages of the resources.And summed up four types of regional foundation formation,including foundation,opportunity,masking and enhancement.After completing the construction of the theoretical analysis framework,it is applied to the middle power in the complicated regional political situation.As a representative middle power,South Korea is faced with severe regional basic situation and distinct characteristics of regional basic role.The three regional basic roles of foundation,opportunity and masking are exerted on South Korea.This compound role poses great challenges and demands to South Korea’s middle power diplomacy.Based on the foreign policy and practice of the Moon Jae-in administration and the Yoon Seok-yuet administration,this paper analyzes the emphasis and foothold of South Korea in improving and adjusting the complex regional foundation with prominent masking function.Finally,it focuses on the current Yin Xiyue government and analyzes its problems in coping with regional factors under the framework of regional basis.The Yin Xiyue government still needs to ensure the improvement of national strength,give play to strategic location advantages,deepen and broaden cooperation with China and strengthen diplomatic autonomy,so as to promote the optimization of regional basis and realize the promotion of global identity of middle power.The analysis of this topic is helpful to conclude the logic of the external behavior of middle powers in response to the formation of typical regional foundation,so as to better observe the optimization process of regional foundation and explore the mechanism of the formation of global identity of middle powers.
