On this basis, the paper analysis the formation mechanism and process of Chinese urban circle, analysis dilemmas of wuhan city circle’ development, point out the governance of public affairs: transborder governance.Introduction, this part includes the origins of study, definition of related concepts, research status, case, research methods and data sources.the first chapter, discuss the theory basis of city cicle governance and practice it. Analyze the develop of city cicle on the basis of relevant theory research, and compared four types of metropolitan adminstration system with westen contries, anaysis the exchange trace from institutional reform to the governance of metropolitan governance transiton.Chapter Ⅱ, the foundation and motivation:the evolution picture of Wuhan city ci rcle. Discuss the basic conditions and the dynamic mechanism that form the Wuhan ci ty circle. Point out that geographical basis and the material conditions are the basic el ements for the formation of Wuhan city circle. The market mechanism is self-organiz ed force for the formation of Wuhan city circle. Promotion of the free flow of econom ic factors, industry cluster development, and industrialization and urbanization have g radually improved the emergence and development of the economic integration netwo rk of the city cycle. Government action is the heter-organized force for the constructio n of Wuhan city circle. Through the three levels of the national regional development, comprehensive reform pilot area, and competition in local government, central gover nment strategic plans, local government policies, and specific executive behavior of g overnments at all levels in the city circle plan guide, strengthen and coordinate the de velopment process of Wuhan city circle.Chapter III, changes in the situation:the growing demand of Wuhan City Circle. The new governance of Wuhan City Circle is reflected in reshaping the concept of governance in the leading of government, constructing a multi-dimensional and cross-domain management system, creating multi-level cooperative relationship among the government, enterprises, and social organizations, and building transborder governance.Conclusion:Development of the City Circle is the regional space of local governance innovation. From the analysis of the evolution picture of Wuhan City Circle, the government plays an important role in guiding and regulating. From the analysis of the development dilemma, government-lead development will inevitably bring about paradox problem, which requires governance reform. Wuhan city circle is formed by the market forces and government forces, in which the combination of the "invisible hand" and the "visible hand" is an important governance mechanism. According to the general rules of the governance reform,"governance" is just one solution to solve the "market failure" or "government failure", and we can not ignore the possibility "governance failure". It is imperative to combine the "isomorphic with the ring","with the circle with the system","sub-structure with the ring " and " with the circle-point" to achieve transborder governance of the City Circle.This research through the analysis dilemmas of wuhan city circle’s reform and development, revealed the reform of city cicle is not only self organization process of city development in economic development, but also a organaizational process of government authority intervention onstrucion city cicle. Market mechanism and the government behavior cooperation the develops of Wuhan city cicle. Interpretation these dilemmas on the development of city cicle, point out the exchange of governance, not only the shape, the mode of governance, but also the god exchange is more importance.
