Study On The Equalization Of Basic Public Services In Wuhan City Circle

Wuhan city circle is not only the core area of economic development in Hubei province, but also the important strategic fulcrum of rise of central China, and the important measure of Wuhan to return to the national center city. However, the nine cities of Wuhan city circle are uneven development in economy and society. Since established the Wuhan city circle in 2007, the economic and social gap between the nice cities has been narrowed, but there still a huge gap in basic public services, and the social inequality is becoming more and more serious. The people demand rise to basic public service products and government supply insufficient contradiction is the important problem in the coordinated development of Wuhan city circle. The harmonious and inharmonious phenomena in Wuhan city circle urgently call for the return of equity and justice,and eager to pursue the perfect unification of fairness and efficiency. In this paper, base on the theory of welfare economics and public product theory, and the basis of connotation of the equal basic public services, try to analyze the difference of base installation, social security, public health and medical service and public educational resources allocation among the nine cities in Wuhan city circle. The conclusion is that the unequality of basic public services is cause by the uneven level of economic development of Wuhan city circle, the failure of government-led public service supply mode, the imperfection of government fiscal transfer payment system and the cross regional government coordination mechanism still needs to be improved. In order to improve the equal basic public services, this paper puts forward those following points, promote the economic links between cities, strengthen industrial interaction, and seek common development, innovate basic public service system, establish a diversified supply of basic public services system, built a vertical and horizontal financial transfer payment system in city circle, strengthen the cooperation between local governments, improve regional coordination mechanism of city circle, improve the basic public service performance evaluation system, set up supervision and accountability.
